Live Stock And Poultry Scale Aquaculture Resource Utilization Model Comparative Research And Policy Recommendations

Livestock and poultry scale farming will concentrate a large amount of manure.As people’s requirements for the living environment are getting higher and higher,the enforcement of environmental protection departments is strengthened,and the pressure on livestock and poultry scale farming is increasing.A considerable number of large-scale farming entities have withdrawn from the market.This caused insufficient supply of pork and soared prices.It is a hot spot to introduce public policies to promote the appropriate resource utilization model of livestock and poultry farming.The public policy research on the utilization of manure pollution in livestock and poultry farming in China,especially in the cold regions of Northeast China,started late.From the perspective of externality theory,this paper evaluates the most suitable model for agricultural land in Heilongjiang Province among the four available models.Then give recommendations for public policy to promote the best model.This paper first analyzes the utilization of manure pollution in livestock and poultry farming by using the theory of externality.It is concluded that if the resource utilization is to be used,the government needs to introduce a suitable management model for public policy subsidies.According to the technical and economic characteristics of resource utilization,the existing planting and breeding model of Heilongjiang Land Reclamation,the single use mode of cultured main body,the main mode of organic fertilizer production,and the organic production of organic fertilizer by the main body of the farm are summarized.Mode Four kinds of livestock and poultry scale aquaculture waste utilization model.Combined with the status quo of Heilongjiang farmers。Using the method of issuing questionnaires to experts and government departments to determine the utilization rate of manure resources,the proportion of facilities and equipment,the proportion of facilities and equipment,and the cost of organic fertilizer transaction.Secondly,four typical cases were collected for each of the four modes.Using the evaluation system constructed by four indicators to evaluate the four models,it is concluded that the breeding and breeding model is the most suitable resource utilization model for livestock and poultry farming inHeilongjiang.However,from the perspective of public management such as public resources and cost-benefit,the promotion of this model in Heilongjiang Reclamation Area still faces problems such as supporting land and subsidy funds.Finally,combined with the promotion of the breeding and breeding model,the actual problems in the Heilongjiang Land Reclamation.Suggestions for innovative land transfer policies,smooth financing and policy channels,and the promotion of afforestation model with the focus on animal husbandry and animal husbandry scale farms.In addition,other general recommendations were proposed to guide public opinion,strengthen legal system construction,and use organic fertilizer policies to improve the quality and efficiency of agricultural and livestock products.
