Regional water cycle increasingly reflects the dual role of natural and social processes,and is affected by global climate change and strong human activities.At the same time,improving the health of regional water resources and promoting the sustainable development of water resources have become hot issues in recent years.Based on the demand of sustainable development of water resources,the theory of healthy water circulation emerges at the historic moment.The study of healthy water cycle can provide a theoretical basis for improving regional water pollution,repairing regional water environment and promoting regional sustainable development.With the adoption of the outline of the Beijing-Tianjin-Hebei coordinated development plan,it has become an important national strategy to promote the coordinated development of Beijing-Tianjin-Hebei.Therefore,this study selected the Beijing-Tianjin-Hebei Region as the research area,systematically analyzed the regional water supply status,discussed the impact of the social water cycle on the natural water cycle,constructed the regional water cycle health assessment system,and dynamically evaluated the water cycle health status of the Beijing-Tianjin-Hebei Region.The main research contents and achievements of this paper are summarized as follows:?1?Based on the data of water use in Beijing-Tianjin-Hebei Region,the ecological footprint accumulation map of water use per capita in Beijing,Tianjin and Hebei province was constructed by using the water ecological footprint method.The results show that the water resources in the Beijing-Tianjin-Hebei Region are all under great pressure,with a high degree of water resources utilization and little development potential,and there is no obvious improvement in recent years.The water ecological footprint per capita of Beijing is the smallest,followed by that of Tianjin,and the highest in Hebei province.In Hebei province,cities such as Shijiazhuang,Zhangjiakou,Hengshui,Handan and Langfang have a large load of water resources,while Qinhuangdao and Chengde are relatively good.?2?This paper reviewed the basic process of natural water circulation,summarized the origin and basic model of dual water circulation,and analyzed the driving and influence of urbanization on the dual water circulation.On the basis of expounding the connotation of regional healthy water circulation,the paper put forward some measures to realize the healthy water circulation,such as carrying out water demand management,developing orderly water use,strictly controlling water source and water price management,rainwater reuse and sewage recycling.?3?Based on the concept and connotation of healthy water circulation,a regional water circulation health assessment system covering 18 indexes in five criteria levels was constructed,including water resources,water environment,water ecology,water utility and water disaster.The analytic hierarchy process?AHP?and entropy method are used for weight analysis,and the combination weight method is used for subjective and objective coupling of weight,which makes the weight of index more reasonable.The results show that the main indexes affecting the water cycle health of the Beijing-Tianjin-Hebei Region are the water supply rate of medium water?D4?,the groundwater depth decline of the plain?C4?,the water storage capacity of rivers and lakes?C2?,the water consumption of ten thousand yuan of added value of industry?D2?,the sewage centralized treatment rate?B3?and the proportion of groundwater supply?A4?.Therefore,sewage treatment and groundwater status are important factors affecting the health of water circulation.?4?The health status of water circulation in Beijing-Tianjin-Hebei Region was comprehensively evaluated by fuzzy comprehensive assessment method.The results showed that the overall health condition of Beijing's water circulation gradually improved from 2009to 2018.The health condition of water circulation in Tianjin also shows a trend of getting better gradually.The health condition of water circulation in Hebei province is deviated,and a number of indicators in 2018 showed sub-morbidity or worse.The shortage of water resources is the main reason for the poor health status of water circulation in the Beijing-Tianjin-Hebei Region.It is urgent to take measures to improve the carrying capacity of water resources and water environment and to improve the health status of water circulation,such as groundwater extraction,improving the utilization rate of intermediate water and increasing the trans-regional water diversion.
