Construction safety supervision is related to national economy and people's livelihood.It is closely related to people's lives and property safety and physical health.It has always been the top priority of the relevant government departments.However,in recent years,the technological revolution and industrial innovation have flourished.The design and construction capabilities of the construction industry have continued to increase,and the scale of construction has con tinued to expand.The number and professional quality of government safety supervision departments cannot match the increasingly complex building construction safety situation.Construction safety supervision has brought great challenges.The purchase service model is a useful exploration of the relevant national government's innovative security governance mechanism and the establishment of a long-term mechanism for safety supervision.It has gradually developed in the field of building construction safety supervision.Under this mode,third parties can replace the government to conduct safety supervision,which can give full play to its professional advantages.Solve the problem of insufficient government security supervision capabilities.There are many third-party companies in the market,and what standards to evaluate the regulatory capabilities of these companies are urgently needed.In this context,the subject takes the third-party enterprise construction safety supervision capability under the purchas e service model as the research object,constructs an evaluation index system and a safety supervision maturity evaluation model,validates the model through empirical analysis,and provides reference standards for government selection of third-party companies,while providing an effort path and improvement direction for enterprises to improve their safety supervision capabilities.The thesis first makes a comprehensive and specific analysis of the relevant concepts such as the connotation,characteristics,and applicability of the purchase service model,the characteristics,classification,and service content of third-party enterprises,the scope,depth,frequency,and goals of construction safety supervision.Then based on the completed basic research,an alyze the influencing factors of the third-party company's supervisory ability,and initially determine the evaluation indicators and evaluation standards through literature measurement and expert interview methods;conduct reliability,validity analysis a nd significance test on the constructed indicator system through questionnaire surveys,and finally determined the evaluation index system consisting of 6 dimensions of the comprehensive strength of third-party enterprises,comprehensive qualifications for safety supervision,safety supervision plan,establishment of safety supervision system,operation of safety supervision system,and safety supervision guarantee.Then,based on OPM3 theory,a maturity evaluation model consisting of safety supervision maturity level dimensions,evaluation index dimensions,and service object dimensions was established.The maturity evaluation principles and ideas were determined,and the maturity evaluation processes and methods were designed.Finally,the established model is verified by empirical analysis,a comprehensive evaluation of the building construction safety supervision capability is made,and the maturity level is determined to provide an effort direction and improvement suggestions for the enterprise to improv e the safety supervision capability.
