Research On Safety Management Maturity Evaluation For Airports

The airport is an important part of civil aviation production and operation,and it is an important position to ensure the overall operational safety of the industry.The level of airport security management plays an important role in the operational safety ofthe airport.However,at this stage,the airport's safety management evaluation is an assessment of "compliance with regulations." It emphasizes whether the current airport 's safety management meets the established standards,and it can't achieve the evaluation of the airport's safety management capabilities.The level of capability cannot providespecific decisions for the airport to improve its level of safety management capabilities.How to provide an airport with a comprehensive,objective and accurate way to reflect its safety management level?How to make it clear where the current safety manage-ment level is?How to identify safety management weaknesses,and then guide its safety management level from"qualified" to"Excellence"?These are urgent issues to be resolved.This paper combines the maturity theory and introduces the maturity model into airport security management evaluation.Research and analysis on the application of safety management evaluation and maturity model in the field of safety management through literature,and put forward the feasibility and necessity of airport safety management maturity evaluation.Based on the safety management system(SMS)and airport safety management functions,this paper.analyzes the connotation and constituent elements of airport safety management.Based on this,combining the actual safety management process and thr standards of the airport from the two dimensions of "comprehensive safety management maturity "and"operational safety management maturity " to establish the evaluation index,and establish the airport safety mananagement maturity evaluation index system.Establish the airport safety management maturity evaluation model,and divide the maturity level into" initial level","growth level," standard level","mature level" ","excellent level".And then determine the level characteristics and the level evaluation criteria of each index;the order weight analysis method is used to determine the index weights,and the fuzzy comprehensive decision method is used to determine the maturity level.This paper selects A airport for actual evaluation of security management maturity to etermine it's maturity level and then find out the whole management process short comings and weaknesses and put forward specific improvement measures for the elements which need to be improved.It verifies the applicability and effectiveness of the airport safety management maturity evaluation model.
