Research On The Collaborative Management Of Water Pollution In The Huaxi Section Of The Qingshui River Basin

Huaxi is an important water source protection area in Guiyang,and the development of this town is also experiencing problems with water pollution control.As in many places,the government-based single-center treatment method is the main mode of water pollution treatment in Huaxi.Even though this type of approach has achieved good results in the early stages of governance,with the gradual deepening and comprehensiveness of water pollution governance and the changes in China's social and economic reforms and development,this limitation unilaterally emphasizes the single-sided role of government management departments in comprehensive management functions.The disadvantages of core governance methods are gradually showing up.This article uses the theory of collaborative governance and takes individual cases of joint treatment of water pollution in the Huaxi section of the Qingshui River Basin as the main object of research and analysis.Looking back on the water pollution control process in the Huaxi section of the Qingshui River Basin,this paper sorts out the two stages of its governance: the beginning is the last century From the 1990 s to the end of the last century,the government-led river basin governance model;then from the beginning of this century to the present,the river basin governance model with local government + industry enterprises + public participation.Analyzing the relationship between the government,enterprises,and the public in the process of water pollution control in the Huaxi section of the Qingshui River Basin and the role they play in the coordinated governance process,according to the relevant monitoring data of Huaxi in recent years,it is concluded that although the government,enterprises,and the public are in the Qingshui River In the process of coordinated treatment of water pollution in the Huaxi section of the river basin,certain results have been achieved through government linkage,the "river chief system",and the introduction of third-party supervision of rivers.However,there are still some problems,mainly the main responsibility of government governance is not in place,Insufficient information interconnection,lack of public participation and other issues,in view of the current situation of the Huaxi section of the Qingshui River Basin,this article summarizes the results of foreign cross-regional water pollution control and related research theories,and proposes a perfect government + industry enterprises + public participation.The proposal of a water pollution coordinated governance mechanism in the Huaxi section of the Qingshui River Basin is to build and improve the cooperation system between government management departments in the river basin,transform the old traditional market competition principles,and start benign mutual cooperation,strengthen the overall sense of the basin,and enhance the basin.Exchanges between the management departments of local governments at all levels;improve the coordination mechanism between the government and enterprises,and establish a democratic consultation mechanism based on the principle of "mutual benefit and common anti-pollution";actively lead the public Participate in water environment governance,expand the scope and channels of public participation,standardize the process of public participation,and establish a public participation encouragement system.
