Research On Huangshi Urban Pollution Control And Environmental Management Project From The Perspective Of Collaborative Governance

With the deepening of reform and opening up,more and more international cooperation between China and international financial organizations such as the Asian Development Bank has been carried out.In his nineteen major reports,general secretary Xi Jinping proposed to actively promote"one belt and one way"international cooperation and create a new platform for international cooperation.It also shows that China will continue to intensify its opening up and build a new pattern of international cooperation.In order to solve the increasingly serious water pollution problems of Cihu Lake,Qingshan Lake and Qinggang Lake in urban areas,Huangshi City,in cooperation with the Asian Development Bank,has implemented the ADB Loan Urban Pollution Control and Environmental Management project,which combines of sewage collection and treatment,ecological restoration of Inner Lake,sludge treatment and disposal and solid waste collection and treatment.The implementation of the project has played a certain role in improving the water environment.But in the process of implementation,there are many problems that need to be solved urgently.Firstly,there is poor cooperation among the implementation subproject-units;secondly,the information cooperation is not smooth;thirdly,some laws and regulations are not perfect;fourthly,there is a lack of public participation;fifthly,there is insufficient financial security;and sixthly,assessment accountability of the project is mere formality.Collaborative governance not only emphasizes the diversification of governance subjects,but also emphasizes that all subsystems cooperate and cooperate in an equal partnership in order to achieve a unified goal.Based on the synergy theory,this paper uses the methods of literature research,case analysis and field investigation,and draws lessons from the good experience of other provinces or municipalities in the implementation of ADB loan project in water pollution control.It puts forward the following measures:improving synergy mechanism,strengthening information sharing,actively guiding public participation,broadening fund-raising channels,and strengthening institutional capacity-building.As well as improving the evaluation mechanism and other optimization countermeasures and suggestions,Huangshi City in the future to apply for and implement the Asian Development Bank or other international financial organizations loan projects to provide guidance,but also other provinces and municipalities to implement the ADB loan projects.
