Research On Collaborative Governance Of Water Pollution About Lushui Lake In Chibi City

Lushui Lake,also known as Lushui Reservoir,flows through the three counties and one city in the upper reaches and forms a land lake in Chibi City.In recent years,water pollution of Lushui Lake has become a problem that cannot be ignored.China implements a management system combining river basin management and administrative regional management for river basin water resources.Lushui Lake is under the jurisdiction of local governments,and the Changjiang Water Resources Commission Of The Ministry Of Water Resources,a specific management agency,which performs the water resources management functions of the basin.The current environmental management system only requires responsibility for the local environment.As the downstream river section of Chibi City,the upstream and downstream interests are not equal in the pollution control practice,the pollution is transferred to the downstream area,the prime body of the water pollution about Lushui Lake is lack of specific administrative power,the power and responsibility are unclear.It is hard to form an efficient,scientific and clear management mechanism.As one of the lakes directly managed by the Changjiang Water Resources Commission Of The Ministry Of Water Resources,the water pollution control dilemma of Lushui Lake is a typical epitome of cross-domain and inter-agency water pollution collaborative governance.The "collaborative governance" in the research about the Lushui Lake is mainly reflected in two aspects: the governance between river basin department and regional administrative department,the governance between local environmental protection departments and water conservancy departments.This paper starts from the two perspectives above,adopts the interdisciplinary research method and the empirical research method,and applies the water pollution collaborative governance theory of the lake to conduct the research.along with logical main line of“Status-Cause-solution”.the author hopes the paper can provide experience for the collaborative governance theory.And also provides reference for the similar river-lake pollution which interfer with cross-domain and cross-institutional management.The structure of this paper consists of the following four parts: The first chapter is the introduction part,which concludes theresearch background,the research summary at home and abroad,the theory of collaborative management of lake-water pollution,the significance of research and possible innovation.The second chapter analyzes the current situation of water pollution control in Lushui Lake,including the status of water pollution in Lushui Lake,the formation of collaborative pollution control mechanism in Lushui Lake and the analysis of collaborative measures for water pollution in Lushui Lake.The third chapter analyzes the problems existing in the collaborative governance of water pollution in Lushui Lake from the aspects of collaborative governance,river basin legislation and collaborative governance mechanism.The fourth chapter is to learn the successful experience about water pollution control in Japan and the United States?The fifth chapter is to propose measures and suggestions for the collaborative governance of water pollution in Lushui Lake.under the constraints of existing water pollution control measures and mechanisms.
