Research On HSE Management Optimization Of Z Country Crude Oil Pipeline

During the "10th Five-Year Plan" period,China formulated a development strategy for oil companies to "go global." In order to protect the country's energy security,Petro China also determined the development strategy of building "Overseas Daqing" and actively developed overseas oil and gas markets.In this process,To achieve international standards and reduce personnel injuries,environmental pollution and property losses,various subsidiaries of Petro China have gradually established their own HSE management systems.The Z country crude oil pipeline operation and maintenance project is one of the overseas projects of the China Petroleum Pipeline Bureau.The project has applied HSE management since its commissioning in 2011,but the HSE management system is exposed as the enterprise develops and the external environment changes.Some problems have been caused,which has seriously affected the effectiveness of HSE management.Analyze and correct these problems and optimize the current HSE management system to provide an important guarantee for the sustainable development of enterprises.Based on the development status of HSE management at home and abroad,this paper starts from the characteristics of HSE management of crude oil pipeline in Z country of Africa,analyzes and statistics the HSE events since the establishment of the project,and summarizes the shortcomings of the existing management system,namely the equipment on site.The facility management is not in place,the hazard factors of the crude oil pipeline in Z country are not recognized,the grassroots team is not standardized on HSE management and local HSE internal audit in Africa,and the cause of the problem is analyzed.The HSE management system is implemented in PDCA cycle mode.Optimization,to achieve the purpose of optimizing the HSE management system of the Z country crude oil pipeline.The operation effect of the HSE management system optimization scheme of Z crude oil pipeline is the key to the safety and efficient operation of the whole project.Ten specific measures are proposed from the three aspects of rules and regulations,human resources and HSE thought culture to ensure the smooth implementation of the optimization scheme.This study improved and improved the current HSE management of Z country crude oil pipeline,optimized the HSE management system of Z country crude oil pipeline,and explored a set of HSE management scheme applicable to Z country crude oil pipeline operation and maintenance project,The HSE management system optimization plan of Z country crude oil pipeline will provide valuable experience for HSE management of overseas crude oil pipelines in the future,and provide reference for HSE management of other overseas projects of the operation company,and lay a solid foundation for the future overseas development strategy of the company.
