In the context of energy scarcity and low-carbon economy, photovoltaic technology is developing rapidly, while traditional coal-fired power generation is also transforming into environmentally friendly clean coal-fired power generation technology. In view of this problem, from the perspective of the whole life cycle, from the economic value and the net energy, the 2000 MW ultra-supercritical coal-fired power generation project and the Dunhuang 10 MW photovoltaic grid-connected power generation project are taken as examples to calculate the energy consumption data of the whole life cycle.Based on the unit power generation cost data and pollutant discharge data, the energy return and cost indicators of the two projects were accounted for separately using the energy input return method and the electricity cost method. The accounting results show that the EROI of the clean coal-fired power generation project is 4.9,the LCOE is 0.33,the EROI of the photovoltaic power generation project is 8.36,and the LCOE is 0.746.After the environmental cost is included in the accounting, the EROI of the clean coal-fired power generation project is reduced.1.11-3.12,the cost of electricity increased to 0.595-1.091,the EROI of photovoltaic power generation projects fell to 7.93-8.04,and the LCOE increased to 0.754-0.757.After comparison,it is found that from the perspective of the full life cycle energy input return, the photovoltaic power generation project is superior to the clean coal-fired power generation, and the advantage is more obvious after the environmental cost is included in the EROI accounting system;from the perspective of the electricity cost, although The cost of coal-fired power generation still has advantages, but after accounting for environmental externalities, the cost of clean coal-fired power generation is relatively high. This paper combines relevant research and sensitivity analysis to predict the return on energy input of coal-fired power and the trend of electricity consumption of coal-fired power and photovoltaic. The forecast results show that the return on energy input of coal-fired power will be further reduced, and the cost of photovoltaic power is better than that of clean coal.Power generation has a tendency to decline further. The results also indicate that when evaluating energy resource development projects, the energy input return indicators should be considered as an important auxiliary indicator together with economic indicators, and the results of the two evaluations should be considered comprehensively.
