After more than 40 years of reform and opening,China's economy has made remarkable achievements.In the process of gradually integrating into the world economic system and making “made in China” famous all over the world,China,like developed countries,has also chosen the industrial agglomeration development mode,resulting in obvious industrial agglomeration phenomenon.The deepening of industrial agglomeration has strongly boosted economic development.Meanwhile,with the huge consumption of resources,environmental problems have also erupted and haze pollution has been rampant.We are carrying more and more environmental shackles.At present,our country is faced with huge resources and environment pressure,which means that we have to be on a path to the low-carbon economy,transforming economic growth mode to “quality,efficiency” type.We also should explore how the industrial agglomeration make an influence on the haze pollution and reveal the complex relationship between each other,which would help to form a reasonable industrial agglomeration development policy and provide an objective,scientific haze control theory.Balancing haze pollution governance with the regional economic development would finally make the dream of “beautiful scenery is the gold and silver mines” come true.The research on haze pollution in China started relatively late,and it was not until2013 began to be widely concerned.However,taking environmental pollution as a negative externality of industrial agglomeration has been gradually concerned by domestic and foreign scholars in recent years.But when we put the focus on the increasingly serious haze pollution,it is still a question that whether the same conclusion can be drawn.Whether industrial agglomeration has the same impact on haze pollution,still needs to be proved through rigorous theoretical analysis and robust empirical test.At first,this paper attempt to figure out the influence mechanism and the transmission path between industrial agglomeration and the haze pollution by analyzing the positive and negative externality of the scale,structure,and technology factors of industrial agglomeration.And then,a theoretical model of industrial agglomeration affecting haze pollution is established to explain how industrial agglomeration affects the haze pollution by three kinds of factors.Secondly,based on the data at the city level,the agglomeration levels of China's secondary industry and tertiary industry are calculated respectively,as well as the characteristic facts of China's industrial agglomeration level and the haze pollution in cities are analyzed.Finally,based on the conclusions of the theoretical model,this paper builds a panel threshold regression model,conducts an empirical investigation on the impact of industrial agglomeration on haze pollution,and identifies the heterogeneous impact of the secondary industry and the tertiary industry on haze pollution at each stage of industrial agglomeration.Based on the above theoretical and empirical studies,this paper finds that:secondary industry and tertiary industry agglomeration can produce positive externalities and negative externalities on haze pollution through three types of factors,including scale,structure and technology,and their influences are both phased and show a non-simple linear relationship of “N” type.Among them,the scale factor of industrial agglomeration shows negative externalities,while the structural and technical factors show positive externalities.Moreover,the influence of secondary industry agglomeration on haze pollution is stronger than that of tertiary industry.In addition,the influence of economic development level on haze pollution shows an inverted U-shaped,which conforms to the Environmental Kuznets Curve hypotheses.Road traffic will aggravate haze pollution to some extent.Finally,based on the above research conclusions,this paper puts forward the policy recommendations.The first is to give play to the positive externality of industrial agglomeration to alleviate haze pollution.Secondly,we should adjust and optimize the industrial structure to promote green transformation and upgrading of the industrial structure.Thirdly,we should guide science and technology funding to green technology research and development,and encourage enterprises to explore and apply green production techniques in their production processes.Fourthly,we should build a green urban logistics system and promote the use of clean energy vehicles.
