Studies have shown that the root cause of long-term ecological deterioration lies in economic development and unreasonable industrial structure at the expense of the environment.The 19 th National Congress of the Communist Party of China promoted the construction of ecological civilization to the level of national strategy,In order to profoundly implement the "green mountains and green waters are the golden mountains and silver mountains" and the grand blueprint to realize "beautiful China",It is necessary to promote the upgrading of the industrial structure with the strengthening of environmental regulations.Therefore,it is of great significance to quantify the intensity of environmental regulation in China and analyze the impact of environmental regulation on the upgrading of industrial structure,and explore the effects of the impact path and quantification path for achieving a win-win situation for ecological civilization and economic development.Based on this,this study first analyzes the relevant literature at home and abroad to clarify the mechanism by which environmental regulations affect the upgrading of industrial structure.Secondly,Based on the panel data of 31 provinces and cities in China from 2006 to 2017,this article measured the general situation,time and space evolution of heterogeneous environmental regulations by ArcGIS software.Using spatial neighbor weight matrix and geographic distance weight matrix,we estimated the direct and spillover effects of various environmental regulations in terms of administrative regulations,market regulations and public participation environmental regulation on regional industrial structure upgrading in approach of Spatial Durbin Model(SDM).At last,Using the intermediary effect model and the Sobel test method,technology innovation,consumption structure,foreign trade,and foreign investment were introduced as intermediary variables to systematically examine the indirect impact paths of China's environmental regulations on the upgrading of the industrial structure and the intermediary effects of each path.The results show that: 1)The intensity of environmental regulations have been increasing year by year and tended to gradually weaken from east to west in China.And public participation environmental regulations play more and more important roles.2)The improvement of the overall intensity of environmental regulations not only promotes local industrial upgrading,but also has a positive spatial spillover effect on neighboring regions' industrial structure optimization.3)From the perspective of the heterogeneity of environmental regulations,administrative regulations and public participation environmental regulation can obviously promote the upgrading of industrial structure in local region.Moreover,it also has a significant positive spillover effect on industrial upgrading in neighboring regions.Market environmental regulations may inhibit local industry upgrades,but the spillover effect on neighboring regions is not obvious.4)China's environmental regulations have a significantly positive direct effect on the upgrading of the industrial structure.5)Environmental regulation can indirectly affect industrial upgrading through four paths: technological innovation,consumption structure,foreign trade,and foreign investment.6)Heterogeneity in the effects of mediation pathways,Among them,environmental regulation can promote industrial upgrading through technological innovation and consumption structure.Its effects are 84% and 43%.At the same time,China's industrial upgrading was suppressed through foreign trade and foreign investment,with impacts of 13% and 4%,respectively.Therefore,China should strengthen the role of environmental regulations in promoting the upgrading of industrial structure.Use of focused and differentiated environmental regulation tools,Explore diversified market tools and give full play to the leading role of market tools in the internalization of negative externalities of pollution.Continue to improve technological innovation and consumption structure to promote the upgrading of industrial structure,and optimize the quality of international trade and foreign investment.
