The Comparative Study On Air Permit System Of China And America

At present,there are still serious environmental problems in China.,where Haze still occur frequently,and water pollution is still serious.As well as the previous emission permit system has some problems such as inadequate supervision,unclear status and so on.Therefore,in order to improve the current environmental situation in China,the state put forward the reform of the existing emission permit system.As the name suggests,the emission permit is that company must obtain a permit issued by the environmental protection department before discharging pollutants.It is an international environmental management system.Therefore,it is necessary to learn from successful foreign permit management system under the background of the state's request to reform our pollutant discharge permit system.Firstly,This paper analyzes the laws and regulations system of the air permit system,Standard system,supervision and management in the United States,and takes the application permit of the United States petrochemical industry as a case to analyze the requirements for the source and source of pollution,the method for determining the emission volume and the core of the actual emissions when applying for the application permit,calculation method and so on.Secondly,according to the background of the reform of the new emission permit system,the requirements of the new emission permit system are summarized,and the application permit of the petrochemical industry is taken as a case to analyze the key points of the application of the pollutant discharge permit in China's petrochemical industry.Finally,four aspects,which are the legal system,the standard system,the supervision and management and permit application,are analyzed comparatively on the emission permits system of two countries.And three aspects,that are the requirement of the source and pollution,the method of determining the amount of the permit,the calculation method of the actual pollutant,are analyzed comparatively on the application permit of the petrochemical industry.Finally,suggestions are put forward to improve the new emission permit system in China from four aspects,which is to accelerate the construction of laws and regulations,the two is to improve the standard system in China,the three is to strengthen supervision and management,and the four is to formulate and improve the technical norms of emission permits in various industries.
