Study On Emission Permit Management System In China

Pollutant discharge permit management system is an important tool for the ecological environment department to manage fixed pollution sources and an important content to improve the system of ecological civilization in China.At present,the core of environmental management in China is to improve environmental quality.Pollutant discharge permit management system is used to regulate pollutant discharge and control pollutant discharge,which plays a vital role in improving the environmental quality of our country.The implementation experience of emission permit management system in China has been more than 30 years,which has experienced the embryonic stage,establishment stage and development stage,but there is still a big gap with the United States,Australia and other countries.The practical difficulties faced by China’s pollutant discharge permit management system are mainly reflected in the insufficient supervision of pollutant discharge permit,the unfulfilled responsibility of enterprises for pollution control,and the insufficient connection with environmental impact assessment system and pollution source monitoring system.By investigating the sewage permit management systems of the United States,the European Union and Australia,the enlightenment of the sewage permit management systems of other countries to China is summarized,such as expanding the scope of application of the sewage permit management system and paying attention to public participation.Combined with the practical difficulties of China’s sewage permit management system,put forward suggestions to improve the sewage permit management system.First of all,we should improve the regulatory system of sewage permits.Secondly,it is necessary to clarify corporate environmental responsibility and attach importance to market incentive tools.At the same time,it is necessary to strengthen public participation and the construction of emission permit supervision team.Thirdly,the law enforcement basis of pollutant discharge permit should be clarified,the main responsibility of law enforcement should be strictly enforced,and the law enforcement mechanism of the whole process should be established.Finally,the legal provisions and technical standards of environmental impact assessment system and pollution source monitoring system should be improved.
