Baotou City Living Garbage Classification Management Implementation

With the proposal of "blue sky defense" and the creation of "no waste city",China's attention to environmental protection is gradually improving.The problem of garbage siege is one of the important problems which need to be solved urgently.And household garbage classification management has become a nationwide implementation of the key work.The general office of baotou municipal people's government issued a policy on the classification of household garbage in 2016.At present,how to combine with the situation of baotou city to further promote the classification of municipal solid waste and establish a set of effective implementation plan of urban solid waste classification management is an urgent problem for baotou city to think about and solve.Based on the current situation of the classified management of municipal solid waste in baotou city,this paper explores the implementation of the classified management of municipal solid waste in baotou city from three aspects: the government,the market and the public.This paper first introduces the concept of household garbage and related concepts of classification.In baotou city living garbage classification management,for example,research the status quo of baotou city living garbage classification management implementation,from the government side,there are living garbage classification on the transport management,living garbage classification management did not fulfil inadequate infrastructural construction,living garbage classification treatment of the problem of high management operation funds;In terms of market and society,marketized enterprises have low participation in the market,no secondary classification of household garbage,single treatment method,and low recycling rate of household garbage resources.From the public's point of view,the public garbage classification awareness is insufficient,the public garbage classification knowledge is insufficient,the public garbage classification initiative is poor.The analysis of its existing problems is mainly caused by the lagging work of the government,insufficient market and social forces,and low public participation and enthusiasm.On this basis,this paper draws on Japan,Germany and the United States advanced experience abroad,and domestic advanced experiences in Taiwan,Shanghai,to explore suitable for baotou city living garbage classification management method,put forward to play a role of government,improve the living garbage classification management of the implementation of laws and regulations,improve the living garbage classification management system,to set up the living garbage classification management fee system;Mobilize market and social forces,from a single financial allocation to the development of diversified forms of investment,introduce market mechanisms,mobilize the enthusiasm of enterprises to participate;Suggestions on improving public participation and enthusiasm,using new media tools skillfully to gradually change the habit of mixed public release,strengthening education and publicity,improving public garbage classification ability,supervising and encouraging public participation in garbage classification management.
