Research On Collaborative Management Of Rural Household Garbage Classification In Daoshu Town,Danyang City

With the development of social economy and the improvement of people's living standard,the amount of domestic waste has increased geometrically.For a long time,the disposal of domestic waste in our country lags behind that of industrial waste,especially in rural areas."enclosing villages with domestic waste" has become a common problem in general towns,the dilemma of rural garbage control has become a difficult and blocking point of rural revitalization in China.It can be seen from the development course of waste treatment in developed countries that landfill and incineration are not the best way to solve the crisis of waste treatment,only separate waste treatment can improve the utilization rate of renewable resources and effectively reduce the amount of waste.In order to further implement the concept of green development,Danyang City has formulated a three-year action plan for garbage classification and treatment(2018-2020)to speed up the establishment of a garbage treatment system that includes classified delivery,classified collection,classified transportation and classified treatment.Daoshu Town,as a pilot unit,has selected three administrative villages to carry out garbage sorting and collection.This paper compares the treatment modes of rural domestic waste in Daoshu Town for many years and affirms the work achieved in recent years.Starting from the perspective of cooperative governance theory,this paper studies the present situation of garbage classification and disposal by means of questionnaires,interviews and other forms.It is found that there are deficiencies in all parties,such as township government,village cadres,villagers,etc.The main problems are single parties,weak professional ability,poor communication channels,weak sense of cooperation and so on.The root cause of these problems is mainly the inconsistency in concept and action.Therefore,on the basis of fully learning advanced practices and experiences at home and abroad,the necessity and possibility of collaborative governance are expounded,and suggestions and countermeasures are put forward to integrate the main bodies to establish a collaborative governance organization system,to cultivate environmental protection awareness and public awareness,to unblock supervision and feedback mechanisms,and to enhance execution.
