| The Tarek company’s Oman project was launched in 2017 to provide oilfield engineering services to Oman Petroleum Development Corporation.The Oman project is one of Tarek’s major overseas projects.Since the start and start of the project,many project route problems have occurred during the implementation process.For example,the entire project route design lacks a feasibility report,technical risk report and technical advice document.And task specification files.During the operation of the project,the Oman project was separated from the WBS tool management,and the project promotion was basically disordered,which infinitely magnified the project risk.There is a disagreement between the Oman project’s personnel achievement goals and the overall project goals,and lack of MBO management.Due to these problems,Tarek’s management has brought great confusion and shaken the development strategy of Tarek’s Middle East market.In order to further analyze the problems in depth,this paper USES key roadmap,MBO theory,WBS theory,PDCA cycle theory and other relevant project management tools to comprehensively sort out and analyze the project problems.Through the Delphi investigation legal theory deals with the related applications built the Tarek company value evaluation model on Oman project benefit and development,the key project roadmap method is used to determine the Tarek company Oman project,combined with the BMO management method,clear Oman project overall goals and milestones identified project milestones,introducing the WBS management methods of overseas petroleum engineering development to develop detailed and clear working process,to clarify tasks and responsibilities to individuals,through the PDCA process cycle,combining the theory of cost management of project performance method to establish the project schedule and cost control model,Eventually packaged its guiding ideology as a whole and systematic grafting,introducing to the Oman project,for the Tarek company Oman path to improve the project management method,efficiency gains provide reliable management tools,help Oman project out of the predicament of poor efficiency,chaotic management,achieved good project benefits,won the Tarekcompany highly appreciated.The comprehensive utilization of management tools and research theory to establish a management model,by defining project goals and tasks,work efficiency,strict key roadmap plan and execute projects,to carry out the quantitative and effective human resources management implementation method,strictly control the PDCA process of key nodes,based on project performance evaluation index to measure the cost control and project schedule.This research method can provide valuable reference for the detailed and scientific management methods and paths of overseas project management of China’s oil development technology service enterprises,which is of great significance for the overseas business development and international development of China’s oil service enterprises. |
