With the deepening of industrialization and the continuous improvement of urbanization in China,haze pollution continues to be serious.How to unite the main discharging bodies to achieve the coordinated management of haze pollution is an important problem to be solved urgently in the current environmental governance and ecological civilization construction in China.This paper takes haze emission in China’s provinces in 2016 as the research object,on the basis of reviewing the existing research on the allocation of emission rights of atmospheric pollutants,such as haze.A DEA model with efficiency and fairness orientation is constructed,and the performance of haze emission in China’s provinces is evaluated by information entrop y method and the DEA model,and the redistribution of emission rights is carried out.Then we use Gini coefficient method to compare and evaluate the fairness of the two allocation schemes.On the premise of controlling the total amount of haze emission,it is an effective way to realize the reduction of haze emission in C hina to distribute the emission rights of haze reasonably and fairly in all provinces of China.Based on the principle of efficiency and fairness,this paper will select the appropriate factor indicators.The DEA mode l of multi-objective orientation considering efficiency and fairness and the information entropy method are constructed respectively.The data of GDP,PM2.5emissions,fixed capital input(capital stock at the end of2015),labor input and energy consumption in 30 provinces of China in 2016 are sorted out and converted into relevant models for empirical analysis.DEA model is solved by programming in Lingo 11,and Information Entropy Method Assigning Weights to Indicators.Haze emission from two programmes was quantitatively calculated out by two methods.DEA linear programming model was used to evaluate the haze emission performance of the two schemes,and Gini coefficient method was used to evaluate the fairness of distribution results.The results show that under the same constraints,using DEA mode l to redistribute haze emission permits has higher efficiency and lower emission reduction cos ts.The distribution quota fluctuates little among the units,which is more conducive to the coordinated development of the provinces and the feasibility of haze control.By comparing the results of the two allocation methods with Gini coefficient,the Gini coefficient of the distribution scheme obtained by DEA mode l is smaller,which makes the distribution of haze emissions among provinces more equitable.The main innovations of this paper include:(1)Constructing DEA model for evaluating haze emission performance,which takes efficiency and fairness into consideration,expanding the model family of DEA and expanding the application field of DEA;(2)Based on the performance evaluation of haze emission in China’s provinces,proposing the allocation scheme of haze emission rights in each province.The allocation scheme can provide an empirical basis for the comprehensive management of haze in China,and also provides reference for the practice of haze reduction of environmental protection departments,industries and competent departments of enterprises in various provinces.
