Emission trading is a typical environmental economic policy, the core idea of which is that by the premise of meeting the environmental quality, we should establish a legitimate right namely the sewage pollution emission right and allow such rights as the goods during transactions in order to conduct pollutant emission control. The initial distribution of pollutants is the basis for emissions trading. Different distribution styles produce different rights and obligations, especially the interests of all parties. Water pollutants initial allocation method of emission rights is that the emission rights identified will be assigned in accordance with certain rules to each region and the various polluters in the region. At present, China's water pollutants initial allocation method of emission rights yield the distribution results of "the more occupied the more gained". Status quo was put more emphasis, which caused it difficult to reflect the distribution of equity.Based on the comprehensive consideration of emissions status and environmental status, economic development, demographic factors, the paper established a more scientific, fair and reasonable water pollutants initial allocation scheme of emission rights, and validated the research.This paper discussed the new method of initial allocation of emission rights for water pollutants by the application of environmental Gini coefficient. The factor which can reflect the fairness can be drew in. The initial allocation of emission rights of water pollutants technical route which can reflect the regional and corporate level is made. Clear method of calculation, objectives and constraints is sure. We build a regional level and enterprise-level Gini coefficient model which is applied to water pollutants initial allocation of emission rights in Shangqiu. By the contrast of the adjusting distribution of the program with the original distribution, we can draw the conclusion that the revised plan is more conducive to the balanced development of the region, is conducive to industrial restructuring. The expected goal of this study is achieved.In general, using Gini coefficient in the environment for regional and corporate levels of water pollutants in the initial allocation of emission rights is feasible theoretically and technically. The application also shows that the theory and method can be applied to the practice of emission trading which has academic and practical value.
