Since the reform and opening up more than 40 years ago,the reform of the market economy system has accelerated the flow of production factors and resources,created good conditions for industrial agglomeration,greatly promoted the rapid development and agglomeration of China 's industries,and promoted economic development and technological innovation.However,while the agglomeration economy has become a powerful driving force for China's economy,it will also increase the consumption of resources due to the expansion of the industrial scale,which will cause serious environmental pollution problems such as smog and acid rain.In simple terms,the deepening of industrial concentration will cause environmental pollution problems.However,industrial agglomeration also brings technology spillover effects to reduce environmental pollution.Therefore,it is of certain value to study the relationship between industrial agglomeration,technological innovation,and environmental pollution,which can provide a reference for the development of industrial agglomeration and sustainable economic development.From the reality,how to adopt appropriate industrial development policies and environmental protection policies in order to achieve a win-win situation of economic development and environmental protection is also a practical problem that urgently needs to be solved.As the pillar of China's national economy,the manufacturing industry can not ignore the environmental pollution problems caused by its development.This article takes manufacturing industry agglomeration as the research object.First,it summarizes the literature on industrial agglomeration,technological innovation and environmental pollution,points out the deficiencies of the existing literature research,and then raises the issues that need to be studied in this article.Secondly,a statistical analysis of China's manufacturing industry's industrial agglomeration level,technological innovation capability and environmental pollution degree.Furthermore,explore the impact mechanism of industrial agglomeration on environmental pollution,technological innovation on environmental pollution,and the correlation effect of industrial agglomeration and technological innovation on environmental pollution,thus providing a theoretical basis for empirical analysis.In terms of empirical analysis,the data of 269 cities in China from 2005 to 2017 was used to establish a measurement model based on theoretical analysis,and a full sample regression analysis and robustness test were conducted.At the same time,heterogeneity analysis is carried out on the basis of distinguishing cities in the east,middle and west and mega,large,medium and small cities.The main conclusions are as follows:(1)From a national sample,the level of manufacturing agglomeration in China is positively correlated with environmental pollution.Manufacturing industry agglomeration will increase environmental pollution.The impact of agglomeration level on environmental pollution depends on the positive and negative externalities of the environment during the agglomeration process.At present,the manufacturing agglomeration level of most cities in China is low,and the advantages of agglomeration are difficult to exert.Therefore,the negative externalities of the environment brought by the manufacturing industry agglomeration process are stronger than the positive externalities.(2)The impact of manufacturing industry agglomeration on environmental pollution is different.In terms of regions,the urban manufacturing industry agglomeration in the western region has a significant promotion effect on environmental pollution,but the industrial manufacturing agglomeration in the eastern and central cities has no significant impact on environmental pollution.The industrial structure of the eastern and central cities has been transformed and upgraded,and the role of manufacturing industry agglomeration in environmental pollution has weakened.The level of manufacturing industry agglomeration in the western cities has been deepened.The expansion effect of industrial agglomeration is obvious.According to the scale of cities,the increase in the concentration of manufacturing industries in megacities will improve environmental pollution.The impact of large and medium-sized manufacturing industry clusters on environmental pollution is positive but not significant.Only small urban manufacturing industry clusters affect environmental pollution.The impact of the performance is significantly positively correlated.Because megacities have passed the period of economic development driven by high energy consumption and high pollution manufacturing,and have high environmental regulatory standards,strong pollution control capabilities,and negative environmental externalities brought about by the agglomeration of manufacturing industries Not obvious.(3)Technological innovation can suppress environmental pollution.Whether it is nationwide,divided into eastern,central,and western regions or based on analysis of city size,technological innovation has a negative correlation with environmental pollution.(4)From a national perspective,the correlation between manufacturing industry agglomeration and technological innovation can suppress environmental pollution.However,due to the different agglomeration processes of manufacturing industries in different cities,cities in different regions and sizes show differences.In terms of different regions,the correlation between the industrial agglomeration and technological innovation in the central and western cities plays a role in suppressing environmental pollution,while the eastern cities are not significant.In terms of city size,the correlation between manufacturing agglomeration and technological innovation in large,medium,and small cities has shown varying degrees of suppression of environmental pollution,while the role of megacities has not been reflected.Based on the above research results,this paper finally puts forward relevant countermeasures and Suggestions for the development of urban manufacturing industry and environmental protection policies in China.
