Since the reform and opening up,the trend of industrial agglomeration in China has become increasingly obvious. The positive environmental effects of industrial agglomeration have effectively promoted the sustainable development of our economy. At the same time, however, the negative environmental effects of industrial agglomeration have become increasingly prominent, which has had a significant negative impact on the sustainable development of our economy. The environmental effects of industrial agglomeration are deeply affected by various factors such as technological progress and economic development level, and further research is needed. In the context of China’s in-depth implementation of the innovation-driven development strategy and the vigorous promotion of high-quality development, the integration of technological progress into the impact of industrial agglomeration on the environmental pollution system is of great significance both in theory and in practice. This paper systematically sorts out relevant literatures on the impact of industrial agglomeration and technological progress on environmental pollution at home and abroad.Related mechanisms, such as the impact of industrial agglomeration on environmental pollution, the impact of technological progress on environmental pollution, the impact of the correlation between industrial agglomeration and technological progress on environmental pollution, and the threshold effect of industrial agglomeration on environmental pollution are analyzed, and related assumptions are proposed.Based on these contents,an empirical study is made on the impact of industrial agglomeration and technological progress on environmental pollution.Based on 2004 to 2016 panel data at the provincial level, the environmental pollution level is used as the dependent variable, and the industrial agglomeration level is used as the independent variable.Regression model and panel data threshold regression model, using the interaction term of industrial agglomeration and technological progress as the independent variable,to study the linkage effect of its impact on environmental pollution;using technological progress level as the threshold variable, analyzing the industrial agglomeration on the environment under different technological progress levels. In order to deeply study the status of China’s overall internal region, this article divides China into three regions: east, middle and west, and conducts regional heterogeneity testing. Finally, two other pollutants are added for robustness test. The research results found that:(1)The overall sample regression results show that industrial agglomeration can aggravate environmental pollution, but technological progress can reduce environmental pollution, and the combined effect of industrial agglomeration and technological progress will reduce environmental pollution.(2)Threshold regression results show that there is a significant single threshold effect on the impact of industrial agglomeration on environmental pollution. The influence coefficient of industrial agglomeration before the threshold is positive, and the coefficient is negative after crossing the threshold.(3)Regional heterogeneity test results show that in the linear model regression, the negative environmental effect of industrial agglomeration in the eastern region is the largest, but the positive environmental effect of the level of technological progress is the strongest. The linkage effect of industrial agglomeration and technological progress on environmental pollution in the middle is the largest;in the threshold regression model, there is a single threshold for technological progress in all three regions, and the changes are consistent with the overall threshold regression results.(4)Robustness test results show that the empirical results of industrial COD and industrial ammonia nitrides are basically consistent with industrial sulfur dioxide, which can prove the robustness of the research conclusions. Finally, based on the above empirical results, relevant countermeasures are proposed.
