| Over the past 40 years of reform and opening up,China’s economy has shifted from rapid growth to high-quality development.In this process,industrial agglomeration plays an important role.As the economy moves towards high-quality development,it also has an uncertain external impact on the ecological environment;Environmental pollution will promote or inhibit the development of industrial agglomeration;As the core factor and the first driving force of promoting economic development,technological innovation will also have a certain impact on the relationship between industrial agglomeration and environmental pollution.Therefore,from the perspective of technological innovation,it is an important topic to study the mechanism of industrial agglomeration and environmental pollution,which is based on the new development stage and promotes high-quality development.Firstly,this paper summarizes the relevant literature on the relationship between industrial agglomeration,environmental pollution and technological innovation,then sorts out and explains the basic concepts and theoretical knowledge of the main research objects,analyzes the interaction mechanism between industrial agglomeration and environmental pollution,and constructs the basic framework of the research on the interaction mechanism of industrial agglomeration and environmental pollution,the non-linear impact and the regulatory effect of technological innovation.Secondly,select the panel data of China’s 30 provinces(cities,autonomous regions)from 2005 to 2017 to analyze the current situation.Finally,the simultaneous equation model is constructed to consider the endogenous variables,and the three-stage least squares(3SLS)method is used to test the impact mechanism among industrial agglomeration,technological innovation and environmental pollution.The empirical results show that:(1)there is indeed an interactive relationship between industrial agglomeration and environmental pollution.Industrial agglomeration aggravates environmental pollution by increasing governance costs and excessive consumption of resources;environmental pollution promotes the development of industrial agglomeration by forcing enterprises to upgrade and innovation compensation.(2)There is a nonlinear relationship between industrial agglomeration and environmental pollution,that is,the relationship between them presents an inverted "U" curve,and there is an optimal scale point for development.Industrial agglomeration first aggravates pollution and then suppresses it.Before the optimal scale point,the negative externalities such as the scale expansion of industrial agglomeration and the increase of resource demand lead to the increase of environmental pollution emissions;after the optimal scale point,the positive externalities such as the scale economy and knowledge and technology spillover of industrial agglomeration inhibit environmental pollution and improve environmental quality.(3)Technological innovation can adjust the relationship between industrial agglomeration and environmental pollution,and change the direction of action between them.However,the effect of technology agglomeration on environmental pollution and industrial development is less significant.Based on theoretical analysis and empirical test,this paper puts forward the following countermeasures and suggestions: first,implement innovation driven,promote the development of industrial agglomeration,and play a positive effect.The second is to strengthen environmental regulation and force enterprises to carry out scientific and technological innovation.The third is to improve the access threshold of agglomeration area,and strengthen the supervision and audit of technological innovation ability and environmental governance ability.The fourth is to develop producer services and promote the transformation and upgrading of enterprises in agglomeration areas.Fifth,innovate government services,build and improve the policy system,and realize the favorable situation of high-quality development of industrial agglomeration and sustainable environmental protection. |
