China's regional economic relations are getting closer and closer, and the regional differentiation trend of the ecological environment is becoming more and more obvious.Accelerating the transformation of economic development mode and realizing the sustainable development of regional economy requires us to consider the various effects brought about by the continuous strengthening of environmental constraints while exploring the regional economic development model. In the face of the backwardness of the level of green economy brought about by environmental pollution, the provinces should also consider linkages with neighboring regions while strengthening environmental regulation and improving the quality of their own economic development. Therefore,in order to rationally allocate environmental resources, ensure the effective development of regional green economy, and realize ? the regional joint prevention and control of the ecological environment,it is of great practical significance to study the impact of environmental regulation on GTFP from the perspective of spatial spillover. This paper is divided into five parts: The first part, based on the background and significance of the research, examines the existing relevant literature and clarifies the research proposition and research ideas of this paper. The second part discusses the theory of environmental regulation, the pollution shelter hypothesis and the environmental Kuznets curve, and provides a theoretical framework for studying the impact of environmental regulation on GTFP from the perspective of spatial spillover. The third part uses the panel data of 31 provincial administrative regions in China from 1996 to 2016,and uses the SBM directional distance function and ML productivity index to measure the GTFP of each provincial administrative region. The distribution maps of 2000,2008 and 2016 were selected, and the Moran index I was calculated and passed the spatial autocorrelation test. The LISA cluster diagram is drawn to reflect the local indicators of spatial connections, showing the specific spatial locations of the four agglomeration forms(HH?HL?LL?LH).The fourth part constructs the spatial Dubin model(SDM),studies the spatial spillover effect of environmental regulation and other influencing factors on GTFP,and divide China into four regions of the east, northeast, central and western regions, and analyze the regional differences of this spillover effect. The fifth part proposes policy recommendations to improve the regional ecological environment and improve regional green economy development based on the results obtained from the research. The conclusions of this paper is as follows: First,China's GTFP has obvious spatial agglomeration characteristics. From the overall perspective,GTFP has positive spatial autocorrelation.Second, environmental regulation has a positive impact on GTFP in the region, and has a negative impact on GTFP in neighboring regions.Third, range the intensity of local spillover effects in the four regions from large to small— the eastern region, the northeast region, the central region, the western region. The intensity of spatial spillover effects in four regions from large to small—the eastern regions, the central regions, the northeastern regions. The spatial spillover effect of the western regions is not obvious.Fourth, the level of economic development, the degree of marketization, the degree of openness of foreign trade, the industrial structure and the ratio of capital to labor of enterprises as the influencing factors of green total factor productivity, there are also obvious regional differences in spillover effects. The innovations of this paper are as follows: Firstly, from the perspective of spatial spillover, the impact of environmental regulation under spatial heterogeneity on regional green economy development is analyzed. This makes the research perspective more novel.Secondly,GTFP is introduced to characterize the green economy efficiency, which can more fully reflect the economic benefits brought by environmental regulation.Third, the spatial Durbin model combined with the spatial autoregressive model is used for the first time, which makes the research method more scientific.
