Chemical industry is one of the pillar industries of the national economy,which plays an important role in promoting the sustainable development of economy and society.At present,the chemical industry is still maintaining a very high growth rate,and the demand for various types of chemical products at home and abroad is still strong,so chemical enterprises are expanding both in scale and quantity.With the rapid growth of the benefits and scale of the chemical industry,frequent safety accidents and potential safety hazards,especially serious and extraordinary accidents,have brought great worries to the national reputation,national economy,people's lives and property,living and natural environment.After 2008,many domestic chemical companies have established and implemented Occupational Health and Safety Management System(OSHAS),but the effect of this system in the implementation process has not reached the expectation of enterprises to implement Occupational Health and Safety Management System(OSHAS).According to the current theoretical and business circles on the effectiveness evaluation methods of safety management system,the author takes the KS plant of HEMPEL Company as a case study,and analyses the defects and constraints of OSHAS operation in the plant.As a manufacturing factory of the world's top 500 multinational enterprises,HEMPEL KS factory has always been the industry leader.In 2011,the KS factory of HEMPEL started to establish occupational health and safety management system(OSHAS),but the management of KS factory of HEMPEL pointed out that the implementation of occupational health and safety management system(OSHAS)did not achieve the expected effect of the enterprise.This paper combs the problems faced by KS factory of HEMPEL company in implementing occupational health and safety management system(OSHAS)in detail,evaluates the effectiveness of this system,and puts forward countermeasures and suggestions for improving the safety management system of KS factory of HEMPEL company.In this paper,the concept of safety performance is introduced.Based on the detailed description of the development status of safety production in international and domestic chemical industry by using the methods of literature,data analysis,interview and investigation,the attitude and behavior of HEMPEL KS factory staff towards the safety management system is investigated and analyzed,including the refinement and promotion requirements of safety performance.The effectiveness and existing problems of the implementation of occupational health and safety management system(OSHAS)in KS factory of HEMPEL Company are evaluated by the comprehensive depth and precise analysis of the accident,the enhancement of employee awareness and attitude change,the improvement of employee knowledge system and the adjustment and correction of employee behavior.On this basis,some suggestions for improving the safety management system of KS plant of HEMPEL Company are put forward,which can be used for reference in the evaluation of occupational health and safety management system(OSHAS)of other chemical enterprises in China and the analysis of existing problems.
