As the main way to purchase mineral equipment,bidding is the most important part of the bid evaluation stage.The scientific construction of the evaluation index system and the adoption of effective evaluation methods are important tasks in the bid evaluation stage.Under the background of informationization and intelligence of mine construction,mining enterprises are increasingly demanding the technical level of mine equipment,and it is urgent to carry out large-scale,high-quality equipment procurement to gradually realize the goal of building smart mines.However,at present,there are few researches on the evaluation process of mining equipment in China,and the evaluation work lacks systematicity.The comprehensive evaluation method adopted in the past is based on the procurement cost-oriented evaluation index system and the non-professional evaluation team.Conducting highly subjective equipment procurement evaluation activities,which may lead to malicious bidding,difficult control of equipment operation and maintenance costs,frequent equipment shutdowns,and even production safety accidents,seriously affect the normal production and operation of the mine,and lower the enterprise's An important factor in economic efficiency.As a result,more and more mining companies are aware of the importance of mining equipment procurement bid evaluation work.How to construct the evaluation index and how to evaluate the bidding method,comprehensively examine the comprehensive strength of the bidding unit,and scientifically evaluate the economic benefits and technical efficiency of the procurement equipment,which is a problem worthy of further study.This paper is aimed at the problems in the bid evaluation process of SM company mining equipment procurement project,sorting and summarizing the relevant literature materials,combining the scientific theory and relevant normative principles to correct the existing evaluation index body and propose a suitable evaluation method to optimize Existing equipment procurement evaluation model.Firstly,by arranging the domestic and foreign literatures of the construction project evaluation index evaluation system and the evaluation method,combined with the characteristics of the mining equipment procurement evaluation,the advantages and disadvantages of the common index system construction model and the evaluation method are summarized.The improvement of the bid evaluation work of mining equipment procurement project provides practical reference and basic theoretical knowledge.Secondly,the system analyzes the bid evaluation work of SM company's mining equipment procurement project,and points out the problems in the bid evaluation process: the indicators are missing and the repeat factors are many,the subjectivity is strong,the weight distribution is unscientific,the technical review and business review are separated,and the equipment The operation and maintenance costs of the entire life cycle are not considered.In view of the problems in the evaluation work,this paper has done the following aspects: In terms of index design,it is based on the investment benefit of the whole life cycle of the equipment,and under the guidance of the existing research foundation and indicator design principles,it has been rebuilt.SM company's mining equipment procurement project evaluation index system;weight setting,respectively,invites business experts and technical experts,using group decision-making analytic method to statistically determine the index weights of experts at all levels to reduce expert subjective factors and professional The impact of knowledge limitations on the determination of indicators;the use of value engineering theory as the guiding ideology of evaluation,focusing on the procurement and operation and maintenance of equipment,enabling the balance between the economic cost and technical performance of mining equipment,The investment benefit of the whole life cycle of the equipment is evaluated and compared.Based on the work of these aspects,the value engineering evaluation model based on the group decision analytic hierarchy process is constructed.Finally,the value engineering bid evaluation model based on the group decision-making analytic method constructed in this paper is applied to the evaluation process of SM company's grinding equipment procurement project.This application study shows that by using the evaluation model constructed in this paper,SM company mining equipment procurement project can select the equipment with the lowest life cycle cost from the bidding documents,improve the production quality of the equipment,and obtain more equipment procurement.The economic benefits of cost investment.This research has important theoretical significance for promoting and perfecting the bid evaluation of mining materials procurement in China.It has certain reference value for the material procurement evaluation activities of other mining enterprises.
