As a large mineral resource country,China's long history of mining development has encountered the impact of the transformation of economic development,the entry of WTO and foreign enterprises into the Chinese market in the new century.As a resource enterprise,the survival of the domestic mining enterprises is becoming more and more difficult.In recent years,domestic mining enterprises have sprung up,and market competition is more intense,which brings severe challenges to the survival and development of enterprises.It is necessary for the mining enterprises to begin strategic change to solve the bottleneck of restricting development,especially a serious costs problem.The enterprises need to combine their own actual situation,improve and upgrade the operational and managerial practice.Optimization of human resources management will contribute to improve efficiency,reduce labor costs,and result in greater efficiency.The main works are as follows:This paper studies the total amount of human resources,current situation of structure,performance appraisal situation and staff training present situation by adopting investigation study,analyzes the problems and reasons.On the basis of management,this paper investigate present advanced methods of human resource management turough consulting literature materials.In the use of modern human resource management theory and methods of observation and quota,according to the severely market situation,this paper raises the optimization scheme.Incarnating the adaptability of the HR management system and the new situations and circumstances,the scheme suggests a allocation method of persona based on the enterprise production plan combining the staffing with personal cost.The scheme has been in the implementation stage,the actual effect is remarkbale.In addition,this paper also takes one of the most effective means of employee motivation,namely,salary and welfare as the grab,and establishes a performance oriented salary distribution scheme in the new situation,strengthenes the achievement management,mobilizes the personnel.This scheme has already put into effect,obtains satisfactory results.
