With the development of China's economy and the progress of urbanization,urban acoustic environment change more and more noisy.Road noise control is a complex social problem,which involves both actual noise control engineering and formulating laws and regulations by government department.In order to make the environmental noise control project more economical,and also provide foundation for the government department to formulate noise control policies as well as increase public participation enthusiasm of noise control,it is necessary to quantitatively study the economic value of controlling road traffic noise pollution from the perspective of environmental economics.This study compares the advantages and disadvantages of different assessment methods in environmental economics.Considering the suitability of different value assessment techniques,the contingent valuation method is selected as the core value assessment techniques of this study.According to the imaginary scene in contingent valuation method,community response to noise research is involved in this study.Then,based on Tianjin,the contingent valuation survey and the subjective noise annoyance survey were conducted.In this study,measuring physical noise exposure with social acoustic survey was combined to establish a Dose-response relationship curve,and then clarified the changes in the proportion of the five annoyance groups as the noise exposure changes.Then we found that once the noise exposure exceeds 70 decibels,the proportion of residents affected will increase rapidly.Then,the multi-ordered regression equation was established.The regression equation showed that the annoyance of the respondents is affected by the three factors of road traffic noise exposure,noise sensitivity and age.it is found that residents' annoyance would significantly affect the residents' willingness to pay.As residents' troubles increase,the proportion of residents' willingness to pay also increased,and the average of residents' willingness to pay increased.Then the average willingness to pay of residents under different annoyances was also calculated,combined with the proportion distribution of five annoyance groups under different noise exposures,the economic value generated by noise reduction engineering and measures under the specific sound pressure level and noise was calculated.The results showed that the economic value generated by the noise control project is closely related to the initial value of the noise exposure.The higher the noise exposure was,the higher the economic value was,but this two were not linearly related,but were exponentially related.Finally,the multivariate linear regression equation was used to explore the factors affecting the maximum willingness to pay.At the same time,the factors affecting residents' willingness to pay are discussed through the binary logistic regression model.Through this study,the economic value of noise control engineering was clarified,which provided foundation for improving the economics of environmental noise control projects and government's management departments to formulate noise control policies.
