At present,the world economic pattern is constantly changing with the strengthening of the trend of globalization.Since the 19 th national congress of the communist party of China(CPC),China's economic development has gradually shifted from moderate and steady growth to high-quality development.Seizing development opportunities and facing competition challenges are the new normal for enterprises in the new era.In such a complex and changeable economic environment,only by grasping the overall situation of the market,optimizing the allocation of resources and enhancing the core competitiveness of enterprises can they gain greater benefits in the market competition and improve management becomes the most important means for enterprises to enhance the core competitiveness.As an advanced management concept,performance management plays an important role in helping enterprises to improve management,find problems and achieve goals.The construction and application of performance management system is conducive to enterprises to maintain their core competitiveness in the competition and to the sustainable development of enterprises.Organizational performance appraisal is the highest level of performance appraisal,performance appraisal is the most direct decomposition of the target of enterprise,as an important means of management,is helpful to arouse the working enthusiasm and creativity of employees,strengthening basic management,promote enterprise development,the harmonious and stable crack development problem,like a management guru drucker once said "no evaluation will not be able to manage",and evaluation index is an important means of performance management in the evaluation stage,reasonable evaluation indicators can highlight work center of gravity,is more advantageous to realize the goal of enterprise,therefore,to establish the suitable performance appraisal index system is more and more become a problem many enterprises urgently need to be solved.F company belongs to the tobacco industry and has 10 subsidiaries.The subsidiaries do not have independent legal personality,but according to the industry accounting rules,each branch is managed as a cost and profit center of the parent company.Since its inception,F in unified management,standardized management spend a lot of effort,but still difficult to improve the efficiency of management,therefore,F company adopt the way of organization performance appraisal to constraints,and management of branch,has obtained certain achievements,but there are also many problems,on the one hand,the reorganization of the consolidated more production mode,makes the design of performance appraisal indicators did not fully consider each branch of the actual,production and finance evaluation unfair;On the other hand,the current evaluation index system design,comprehensive and mechanical list of work content,too many qualitative indicators,so that the evaluation index system is too complex,and there is no assessment focus,and does not play a leading role in performance evaluation,it is difficult to unify the company and the target of each branch.In the construction and optimization of the organizational performance appraisal indicator system,this paper,based on the development and management needs of F company,takes into account historical factors in the establishment and optimization of the organizational performance appraisal indicator system,and gives consideration to the fairness of the indicators and the efficiency of the assessment.Through the decomposition of the core strategic objectives,the consistency between the company's objectives and the branch's objectives is ensured.The assessment index system established by the balanced scorecard focuses on the long-term development and sustainable development of the enterprise.Through the key performance indicators to determine the assessment index weight,to ensure that the assessment has a focus,given consideration to the realization of short-term key objectives of the enterprise.Through the optimization research on the performance appraisal index system of F company,on the one hand,this paper hopes to make a relatively objective and accurate evaluation on the work completion of the branch company,so as to ensure the relative fairness of the appraisal.On the other hand,it can discover the main problems in the production,operation and management of the branch company,improve the management level of the branch company,and further enhance the overall strength of F company.At the same time,I also hope that the individual case study on the performance appraisal system of F company can provide certain reference and reference for the performance management and performance appraisal work of other enterprises in the industry.
