Abundant emergency resource requirements have been put forward from many disaster-stricken areas in a short period of time after major natural disasters broke out.Distributing relief supplies in time and reasonably to the affected areas is the key to guarantee the basic living and disaster relief needs of the people in the disaster area,and is also an important part of the current emergency rescue work.However,road damage caused by disasters is bound to affect the efficiency of emergency material dispatch relying on road transportation.Therefore,to study the emergency supplies scheduling optimization problem is an important content of making a scientific and reasonable emergency supplies plan and improving the efficiency of rescue.Considering the conditions of road damage caused by natural disasters,the emergency supplies scheduling optimization problem is classified into multi-objective emergency scheduling problem considering road reliability with determined road network structure and multi-objective optimization problem based on post-disaster road rehabilitation with variable road network structure.Related theory is introduced.This paper introduces the concept and classification of natural disasters,shows the attributes of major natural disasters,and analyzes the impact of disasters on transportation;Meanwhile,the concept and importance of emergency supplies scheduling are explained in this paper,with the features of emergency dispatch,the characteristics of emergency rescue vehicle transportation are summarized.The multi-objective optimization problem and the Pareto concepts are described in detail,and through introducing and analyzing the common multi-objective solving methods,the Non-Dominated Sorting in Genetic Algorithms-II(NSGA-II)is determined in this paper.Multi-objective emergency scheduling problem considering road reliability is proposed.According to the different road damage degree,road reliability is proposed.In this paper,road reliability is denoted as the probability that available transport vehicle can pass safely,which can be measured by the road traffic probability,and its path pass reliability for vehicles is calculated according to series system theory;A multi-objective emergency scheduling optimization model is developed with the objective of minimizing the longest vehicle transportation time,maximizing the minimum system material unsatisfaction,and the corresponding NSGA-II is designed to solve proposed model;As an application and a demonstration of proposed model and algorithms,a numerical example of “Wenchuan earthquake” is presented to highlight the significance of the proposed model as well as the efficacy of the proposed algorithm,and compared with the weighted genetic algorithm,the performance of the NSGA-II algorithm is further evaluated.Multi-objective optimization problem based on disaster repair is proposed.Taking road network repair condition into emergency supplies distribution,and the concept of variable road network structure is defined;Considering the repair and repair time of damaged road sections,then the vehicle transportation time is corrected;Minimizing the average vehicle transportation time and system material unsatisfaction as both objective functions,a emergency scheduling optimization model based on post-disaster road rehabilitation is proposed,and combining the shortest path Dijkstra algorithm,the corresponding NSGA-II is designed to solve proposed model;Taking a numerical example of “Jiuzhaigou earthquake” as an application,the efficacy of proposed model and algorithms is highlighted by comparing with traditional model solutions.This study can provide scientific models and theories for emergency material decision making under major natural disasters,and provide basis and support for decision-makers to formulate emergency dispatch plans and implementation.
