In recent years,the frequent occurrence of emergencies,including natural disasters and accidents,has brought serious threats to the national economy and people’s normal life,which even hindered the orderly development of economy and the normal progress of society to a certain extent.In order to reduce the loss and damage caused by emergencies,the heat of emergency management research is rising,which is fundamentally to effectively improve the efficiency and quality of emergency rescue work.Among them,the dispatch of emergency supplies plays a vital role in the smooth operation of rescue work.Research on emergency logistics at home and abroad is mainly carried out from four aspects: site selection of emergency facilities,distribution of emergency materials,transportation route selection of emergency materials and demand prediction of emergency resources.A large number of scholars’ theoretical research and calculation results have proved that in the process of emergency logistics implementation,the dispatch and transportation organization of emergency supplies are the most critical links,which are at the core of emergency management and directly determine the success of emergency rescue.A good dispatch of emergency supplies can realize the reasonable distribution of materials at each disaster point,so as to ensure the continuous development of emergency rescue work more effectively,and then reduce the losses caused by disasters to a greater extent.Therefore,after the occurrence of disasters,it is necessary to develop a high-quality supplies dispatching plan,and improve the response speed,operation stability and timeliness of the entire emergency logistics system through reasonable facility arrangement and optimized distribution system.And it can also be seen from the related research at home and abroad for the hub-spoke network application in emergency logistics that it can effectively improve the efficiency of the transport of emergency supplies and security to adopt hun-spoke network with road-rail intermodel tansportation,which has the advantages of saving transportation tools and reducing logistics costs,is in line with the requirements of China’s scientific emergency management.Therefore,the study on the application of hub-and-spoke network in emergency material dispatching not only meets the practical development needs of China’s emergency management,but also has certain theoretical significance.This paper firstly introduces the relevant research background of the topic,emphasizing the serious threat that frequent natural disasters in emergencies bring to the national economy and people’s normal life and the importance of emergency logistics.Then,based on the studies of domestic and foreign scholars on dispatch of emergency supplies,hub-and-spoke network and road-rail intermodel transportation network,the research direction and focus of this paper are determined,which will prepare for the following research on hub-and-spoke emergency supplies dispatching network.The research emphases are as follows:(1)According to the characteristics of large-scale emergencies,combined with the advantages of road-rail intermodel transportation,the application of hub-and-spoke network in emergency supplies dispatching is studied.The network model that assumes that the emergency supplies arriving at the distribution center need to wait for the delivery of the goods at the higher level before they are transported to the lower level,and the network model that assumes that the goods arriving at the transit hub can be transported directly to the lower level without waiting are built respectively.A multi-objective optimization algorithm is designed to solve the problem.Then,the results of the P-hub median model and the P-hub median model are compared with examples,and the advantages and disadvantages of the two traditional decision models are compared.The results show that the two traditional decision-making methods have certain advantages in terms of cost and time,but the former prolongs the delivery time of supplies,while the latter wastes resources.At the same time,through path planning,it can be found that there is a certain "detour cost" in the pure hub-and-spoke network.(2)According to the research results of the previous problem,the model is improved.A hybrid hub-and-spoke emergency supplies dispatching network model considering material priority,vehicle waiting and "detour cost" was built.And the 2008 Wenchuan earthquake is taken as an example to compare the advantages of the improved model.The results show that the improved model reduces the " detour cost",is more in line with the actual rescue situation,can better meet the time of emergency logistics,and can effectively reduce the cost consumption while ensuring the time.The above research on the design and optimization of hub-and-spoke emergency material dispatching network for large-scale natural disasters is mainly based time,there are some limitations in the application of pure hub-and-spoke network in emergency logistics.Therefore,the study in this paper enriches the theoretical research on the application of hub-and-spoke network in emergency material dispatching to a certain extent,and provides some reference for decision makers in relevant planning and the formulation of emergency material dispatching scheme.The second is due to meet the demand of our country to promote the modernization of emergency management system and ability actively.In study of shaft radial emergency supplies dispatching network,the cost will also be one of optimization objectives in this paper,on the one hand for research of hub-and-spoke network meet to deal with all kinds of emergency demand for emergency supplies dispatching network diversity,on the other hand for considerations of cost can achieve the effect of make full use of limited resources as much as possible,it is more in line with China’s long-term and sustainable development requirements.
