At present, there are many problems in the field of environmental governance in China, such as ecological damage and environmental pollution. The lack of channels for public participation in the environment and the poor coordination mechanism of the government have resulted in inefficient environmental governance and hindered the sustainable development of society.Residents are the main body to implement environmental behavior, and also the important participants in environmental governance. To solve current environmental problems in China, effective participation of residents is indispensable.Starting from the micro-individual's environmental behavior, this study deeply explores the formation mechanism of environmental governance participation behavior, and then provides theoretical basis and reference for the government to implement accurate environmental policies. In order to explore the path of residents' participation in environmental governance, this paper establishes an analytical framework based on the theory of collaborative governance and good governance.Combining with the classical theory of planned behavior and ABC theory in the field of environmental behavior,it builds a theoretical model including individual factors, situational factors, willingness to participate in environmental governance and participation behavior. The theoretical model and hypothesis are validated by field investigation and data collection of Dongxin Street,Hedong District,Tianjin, using structural equation model and hierarchical regression analysis. The results show that the individual factors composed of four dependent variables, environmental attitude,self-efficacy,subjective norms and perceived behavior control, positively affect the willingness to participate in environmental governance. The willingness to participate in environmental governance is positively correlated with the participation behavior.Four situational variables, including time cost, social norms, policies and regulations, and participation channels, are in the loop. The willingness and behavior of participation in environmental governance play a moderating role.Based on the results of theoretical and empirical analysis, this study puts forward countermeasures and suggestions to enhance residents' participation in environmental governance, including attaching importance to individual factors, enhancing participation willingness, guiding social norms to promote participation behavior, unblocked participation channels to promote participation behavior, and improving policies and regulations to promote participation behavior.
