Health,Safety And Environment Management System Of Shanxi HJ Company

The issues related to health,safety and environment are important factors restricting the sustainable development of chemical building enterprises,but domestic chemical building enterprises generally lack a systematic management model which focuses on health,safety and environment,bringing the chemical building industry into a high-risk one which is characterized by frequent health damage,safety accidents and environmental pollution.Regarding the research of HSE management,many scholars at home and abroad have carried out principle research and application exploration on the significance of system construction and system operation,as well as practice methods.Amid this background,this paper is directed to researching the HSE management system of the Shanxi HJ Group,a chemical building enterprise in China,and giving suggestions for its optimization by drawing on the experience from the mature HSE(health,safety,environment)management system of the foreign oil industry,in order to provide references for the same industry or other industries to construct and optimize the HSE management system.This paper studies the theoretical basis,system construction,implementation process and evaluation method of the Shanxi HJ Group's HSE management system by utility literature research,case analysis,comprehensive analysis and questionnaire.Based on the list of company system documents and HSE-related management system manuals obtained from the Shanxi HJ Group,the relevant HSE management system and related management procedures were sorted out,therefore the basic conditions of the Shanxi HJ Group's management system were grasped,and such issues were found as the incomplete management system related to health,safety and environment,implementation and management culture.Taking these issues as the guide and taking into consideration the enterprise's conditions,the management system is to be improved and the security input is to be increased;the enterprise's management culture is to be improved and the HSE management knowledge is to be publicized;the job responsibilities are to be set clear and the incentive measures are to be improved;the assessmentand evaluation system is to be improved and the improvement measures is to be put in place early.All the four optimization suggestions are expected to optimize the existing HSE management system of the Shanxi HJ Group.The pressing problems still exist in the Shanxi HJ Group,such as the frequent accidents and the employees' low satisfaction with the enterprise's HSE management system,seriously impeding its stable and rapid development.That is why it is urgent to improve its HSE management system.This paper can achieve the following goal: the Shanxi HJ Group will improve its HSE management system and solve some existing problems by referring to the optimization suggestions presented in this paper,thereby achieving the profits by guaranteeing the health of the construction workers,the safe operation of projects and the sound surrounding environment.
