At present,S oil company accelerates the pace of structural reform in the deepening of strategic adjustment and industrial restructuring in accelerating,affected by comprehensive factors such as international oil prices continuing low,the development of the national economy to adjust the structure and the shift of growth.The development of overseas market of Chinese petroleum corporations ushers in a peak.This is a hitherto unknown opportunities and challenges for the S petroleum company.There has been a big increase in overseas oil project of overall scale and economic benefits.Overseas project has become one of the important projects in the company’s operations.In the project operation process,human resource management exposes a lot of problems,such as strategic planning,personnel selection,training methods,incentive mechanisms,configuration structure and so on.Overseas project is facing the pressure of the competition for personnel and the maturity of talents and challenges.In view of the problems existing in the human resources management of overseas projects of S Petroleum Corporation,starting from the actual situation of overseas projects,this paper analyzes the human resources management environment of overseas markets,and collects a large amount of information and data about the current situation of human resources in overseas projects.The paper makes a thorough analysis of the strategic planning,institutional mechanism,configuration,structure allocation,employment management,incentive mechanism and personnel training.Then,the paper suggests overseas projects should strengthen the international human resources strategic planning,macro planning of international human resources layout,and establish the talent training mode which is suitable for overseas projects to improve the personnel training system.The paper suggests to establish competency model for overseas key positions and improve talent selection mechanism and to establish competency model for overseas key positions and improve talent selection mechanism.The papers suggests to improve the multiple incentive system,improve the examination and restraint mechanism,guarantee the remuneration of overseas personnel,regulate overseas personnel management,and find out how to optimize the overseas project human resources.All of the suggests is to provide personnel support for the company to achieve the strategic objectives of overseas market,promote overseas oil S project humanresource management system and mechanism system,more perfect,and promote the company’s human resources internationalization management level to a new level.
