| With the implementation of the national energy strategy,the scale of oil-gas field development and construction is constantly expanding and becoming more complex.The oil-gas field development and construction enterprises faces an important topic in practice how to rationally allocate human resources,improve the efficiency of human resources,reduce the cost of project development and construction and improve the quality and speed of project development and construction based on the characteristics of clustered oil-gas field project.The research of this topic is of great significance for oil-gas enterprises to improve project performance and strategic development.Based on the theory of clustered project management and human resource management and the author’s business practice,this paper carries out research by the methods of literature analysis,survey research method,qualitative and quantitative methods.Taking A company as the research object,this paper firstly briefly expounds the theories of project management,clustered project management and human resource management.It has carried out a summary analysis of the research results of the relevant literature about the clustered project and human resource configuration to provide theoretical support for the subsequent research on the optimization of human resources configuration based on the cluster project of A company;second,based on the characteristics of the cluster project of A company,it analyzes the operation situation of its clustered project,and dissects the human resource configuration under the clustered project background to find out the problems existing in the clustered project and human resources of A company;at last,by adopting the theory and methods of the clustered project management and human resource management,considering from the perspective of A company’s strategic management,it has established a human resource management center taking the project management office as the main body,proposed a two-tier project priority evaluation system based on the principled classification and evaluative classification,formulated a human resources configuration mode under the clustered project environment,provided a set of maneuverable clustered project and human resource configuration solutions and established the corresponding supporting driving mechanism to improve the clustered project management level of A company,and provide references and lessons for the clustered project management of oil-gas field enterprises. |
