As the carrier of human production and living,with the development of the social economy and the acceleration of the urbanization process,the land resources are increasingly scarce,especially the quantity of cultivated land is reduced,the construction land is continuously expanded,the environment is seriously damaged,and the population pressure is greatly increased,The use of rough land and so on has led to an increasing tension in the relationship between human and land.In addition,land-use change and fossil fuel combustion are an important cause of global warming.As a bearing of energy consumption and various industrial activities,land-use change has an important effect on carbon emission.Therefore,the use of land types should not always consider its economic benefits,we should pay attention to the environmental effects and constraints of land use,and regard low-carbon emissions as the constraints and objectives of future land use and distribution.Thus realize the economic and ecological value of land use.Based on the theoretical basis of land use optimization,land use carbon emissions,sustainable development and general equilibrium theory,this paper analyzes the situation of land use and carbon emissions from land use in Shaanxi Province in the last eight years.Based on the CGE model of Shaanxi Province,which highlights land use and carbon emissions,the change of land use quantity under different carbon emission constraints and the influence of land use type quantity change on sectoral output value and macro-economy are studied.The following conclusions are obtained:(1)Influence on land area of different land types.Because the computable general equilibrium model(CGE model)includes the government,the enterprise,the individual as the economic agents of the model,the model implies the principle that these agents aim to pursue utility or profit maximization.Therefore,solving the equationunder the constraint of carbon emission not only takes into account the maximization of economic and social benefits,but also takes into account the ecological benefits.First,in the case of the baseline situation,that is,when the carbon emissions are reduced by3%and meet the goal of maximizing social and economic benefits.Except for the increase in the area of agricultural land,the area of other land types is reduced,and the largest area reduction is industrial land,followed by construction land.Secondly,under the energy-saving scenario,that is,when the carbon emissions are reduced by 5% and meet the goal of maximizing social and economic benefits.The area of agricultural land is also increased,while the area of service industry land,postal transportation and warehousing land,common business land,construction land and industrial land decreased respectively,of which industrial land and construction land decreased the most.Finally,in the case of strong energy conservation,that is,when carbon emissions are reduced by 7% and meet the goal of maximizing social and economic benefits.The increase and decrease of land use area of land type is the same as that of baseline and energy saving,the area of agricultural land increases and the area of other types of land use decreases.Industrial and construction areas are the first to bear the brunt.(2)Impact on output value of different sectors.Under the constraints of emission reduction,when industrial land,construction land,transportation land,commercial land and public utilities use less land,and agricultural land increases.The output values of the six departments of the agricultural sector,the commercial service sector,the public utility sector,the industrial sector,the construction sector and the transportation sector have also changed.Among them,the output value of the agricultural sector,commercial services and public utilities has increased,while the output value of the transportation,construction and industrial sectors has declined.(3)The influence on macro-economy,in the baseline scenario,energy saving situation and strong energy saving situation?GDP?investment?household consumption and import and export also change in the macro economy with the change of the number of different types of land.That is to say,under the constraints of carbon emissions,when industrial land,construction land,transportation land,commercial land and public utilities land are transferred to agricultural land,GDP?investment?household consumption and import and export show a downward trend,while government consumption shows anincrease.And government consumption is showing an upward trend.And with the increasing carbon emission constraints,the number of other types of land transfer to agricultural land is increasing,GDP?investment?consumer consumption?import and export decline is increasing,and the increase of government consumption is also increasing.(4)Forecasting the area of different types of land in Shaanxi Province in 2020 and 2030,to achieve emission reduction targets and economic growth targets,increase the amount of land used for commercial and public utilities and agriculture in the future land supply process,however,the quantity of industrial land and traffic land should be strictly controlled,prevent the expansion of industrial land.
