The secondary distribution of the refined oil products is the last part of the oil industry service chain.Because of the broad service scope which includes most cities and countries,the secondary distribution of the refined oil products is very important to the social economy.Considering the characteristics of the real environment of the distribution such as vehicle distribution?multi-distribution centers?multi-demand spots?multi-oil demand and so on,as well as the diversity of distribution assignment and path selection,the matching decision of the vehicle path during the distribution process is full of complexity.At the same time,because the distribution process is vulnerable to various uncertain factors,it brings great challenges to the efficient and reliable delivery plan.The secondary distribution of the refined oil products is the research object in the paper.The research focuses on how to arrange the vehicle and distribution routes when considering the demand of the oil products and the travel time is uncertain.This paper starts from the analysis of the secondary distribution process system of refined oil,and clarifies the business process,organization form and main features of the distribution.Then,the influence of the parties on the distribution process is clarified after identification of the uncertain factors on the basement of the process.Second,the uncertain secondary distribution problem under multiple depot-single vehicle type is described and the minimum total cost and the minimum driving distance are selected to be as the targets,while the uncertainty of travel time and actual demand of petrol are shown by the chance constraints.On the basis,the multi-objective optimization model is built.In this paper,a three-phase heuristic algorithm is designed to solve the model.Then,the rationality of the model and the validity of the algorithm are verified by an example.The analysis results show that the greater the uncertainty,the worse the effectiveness of the decision making.Therefore,the reliability of decision-making is guaranteed by sacrificing efficiency.Finally,based on the results of the example analysis,the paper puts forward the improvement measures based on the system process of the second distribution of refined oil products.
