Reasonable planning on vehicle routing problem for refined oil secondary logistics distribution makes distribution to cost lower,enterprise profits upper,and social energy consumption reduction,in the meantime,the greenhouse gas emission reduction.Lots of studies have been conducted for this problem,however the research considering evaporation loss and fuel consumption at the same time for vehicle routing problem is limited.Therefore,based on the time-varying traffic flow,this thesis has proposed the mathematical model for the refined oil secondary logistics distribution by considering evaporation loss and fuel consumption,and also designed the PSO-GA hybrid algorithm for solution.First,the evaporation loss and fuel consumption have been obtained by introducing the Traffic Flow Theory,and the vehicle routing optimized model is presented.Second,considering the characters of the model,the PSO-GA hybrid algorithm has been designed to solve this model.And then,the model and algorithm have been validated by a case study on refined oil distribution in Chongqing.According to the results and conclusions,the decision references can be provided for refined oil sales enterprises to plan reasonable vehicle routes.The details are as follow.Firstly,this thesis has made a literature review on refined oil distribution,and some achievements have been made on distribution cost optimization,evaporation loss and fuel consumption governance,and vehicle routing problem.However,the study taking evaporation loss and fuel consumption into account in VRP is limited.On the other hand,most of existed studies has regarded the velocity as a constant or a segmented function during the distribution phase,which is distinct from the reality.Secondly,in consideration of the characters of the model,integrating the general GA algorithm and PSO algorithm,the PSO-GA hybrid algorithm has been designed and the standard illustrative example has been employed in this thesis.As the result shows,the designed hybrid algorithm is better than single GA or PSO.Thirdly,under investigating and surveying on 325 petrol stations and 35 oil depots,the latitude and longitude coordinates,demands,and storage capacity for each node have been obtained.With the congestion coefficient provided by traffic big data analysis platform,the time-varying velocity has been calculated.The hybrid algorithm and coefficient sensitive analysis have been conducted,and the results show the cost of evaporation loss is 15.24% of the cost of fuel consumption.Based on the analysis results,some suggestions are presented for managers to improve the distribution performance.
