Research And Application Practice Of "Three Lines And One List" Of Development Zones

"Three Lines and One List" refers to the red line of ecological protection,the bottom line of environmental quality,the upper limit of resource utilization,and the negative list of environmental access.In recent years,with the proposal of the concept of "Three Lines and One List" in our country,and the relevant legal requirements of the state for "Three Lines and One List",more and more provinces and cities are carrying out the formulation of "Three Lines and One List".But "Three Lines and One List" of the development zone area is only included in the planning environmental impact assessment or follow-up planning environmental impact assessment organized and prepared by each development zone.Although the development zone management departments,planning preparation authorities and approval authorities,planning environmental impact assessment preparation units and approval departments pay much attention to the preparation of "Three Lines and One List" in the development zones,due to the restriction of some factors,such as the small planning scope of the development zones,the difficulty of the planning and evaluation to cover the whole ambient air functional area,the surface water environmental quality functional area or he uncertainty of the administrative area and planning layout,it has been difficult to provide practical and effective guidance and technical support for the planning approval departments and the ecological environment authorities of the development zones.Therefore,at this stage,the formulation method and application practice of "Three Lines and One List" is very necessary for the development zones.Based on the collection and research of domestic and foreign literature on "Three Lines and One List" and referring to the requirements of relevant national policies,regulations and norms,this paper gives the basic ideas and routes for the formulation of "Three Lines and One List",and takes New Area of Baishan Economic Development Zone as an example,gives the specific contents and achievements of "Three Lines and One List" in development zones,which mainly includes: the red line of ecological protection,the bottom line of atmospheric environmental quality,the bottom line of water environmental quality,the bottom line of soil environmental risk prevention and control,the upper limit of resource utilization and relevant contents of related control zones and the control requirements,and the content of the negative list of environmental access of the development zone formulated accordingly is given.At the same time,through the formulation process of "Three Lines and One List" in the development zone,some thoughts on the content of "Three Lines and One List" in development zones are summarized.
