Research On The Driving Mechanism Of Green Development Of Logistics Industry In Gansu Province

Gansu Province is the hub of ecological construction in the western region.It is also an important component of the national ecological security strategy.Green development strategy,“two mountains” theory,ecological protection of the Yellow River Basin,and high-quality development strategy have brought Gansu Province’s development concept change and development mode change,which is an important theoretical support for strengthening ecological civilization construction in Gansu Province.The logistics industry is not only a pillar industry of the "top ten ecological industries" in Gansu Province,but also a basic and service industry in the national economy and regional economy.The development mode of the logistics industry is related to the quality of regional economic development and determines the advancement of regional economic,social,and ecological coordination.Therefore,it is necessary to study the realization of green development and quality improvement of logistics industry in Gansu Province.By analyzing the source of power to promote the green development of the logistics industry and exploring the operating mechanism of the power system,it can provide theoretical and practical basis for Gansu Province to seize the opportunities of the "Belt and Road" and vigorously develop the channel economy.The thesis combines modern logistics,microeconomics,management game theory and other discipline theories to explore the theoretical and empirical approaches to realize the green development of the logistics industry in Gansu Province.The main research work is:(1)Relevant indicators for the development of the logistics industry in Gansu Province in the past five years are selected to analyze the current economic and green development status of the logistics industry.Through a comprehensive study of the current development situation of the logistics industry inGansu Province,the current development trends,opportunities and problems of the logistics industry are discovered,which clarifies the realistic background for the following research;(2)Construct a power system for the green development of logistics industry in Gansu Province,and analyze the internal and external power sources,operating mechanism and operating obstacle mechanism of the system.The power system for the green development of the logistics industry in Gansu Province is a comprehensive large system that includes both the logistics subsystem and the "economic-social-ecological" system.In the research,the behavior analysis of the main body of the system is used as an entry point to find the fundamental driving force and external driving force for the green development of the logistics industry,and to give the operation mechanism of the internal and external power coordination function;(3)Using the externality theory as a reference,carry out a theoretical analysis of the negative externalities of the traditional development of the logistics industry and the positive externalities of green development,and find out the reasons for the lack of motivation for the evolution of the system.(4)Study the game relationship among the three parties in the green development power system of the logistics industry,and find effective ways to internalize external costs.Analyze the game behavior of the system subject with or without government regulation,and judge the effectiveness of government regulation to promote the green development of the logistics industry.After carrying out the above research work,the main research conclusions are as follows:(1)The overall development trend of the logistics industry in Gansu Province is good,and its contribution to the regional economy and society is gradually strengthened;but there are also problems of high cost and low efficiency.Affected by problems such as overcapacity,energy price reforms,and e-commerce transactions,the energy consumption and carbon emissions of the logistics industry in Gansu Province have increased year by year,with a larger increase and lower energy efficiency;(2)The internal driving force of the green development system of the logistics industry is the fundamental driving force,including logistics cost and quality,and the competitiveness of the logistics market.The external driving force comes from the impact of the external environment on the logistics system,including technological progress,policy systems,resource and environmental constraints,and the public’s awareness of ideas.Under the influence of internal and external power,the power system of green development of the logistics industry,the main body of the system will choose to change the current decision and shift to a green development model;(3)The logistics industry has typical negative externalities,and the initiative to change strategies between subjects is low,and the market adjustment mechanism is difficult to play a corresponding adjustment role due to market failures;(4)According to the game between enterprises and enterprises,and between enterprises and consumers under government regulations,it is known that enterprises tend to choose not to implement green logistics in their business decisions,and consumers are not willing to pay high prices to buy green services.Under government regulations,behaviors between enterprises and enterprises,and between enterprises and consumers have changed.Government regulations and consumer supervision are effective and can promote the green development of the logistics industry.In practice,it is possible to promote the green development of the logistics industry by adopting incentive policies that combine government taxation and financial subsidies,formulate scientific and reasonable green evaluation standards,and strengthen public publicity.
