Research On Performance Evaluation Of Urban River Ecological Governance Project

With the rapid development of our country's social economy and the continuous acceleration of the process of urban modernization,river ecological management has become an important content to repair the ecological environment,improve the carrying capacity of the environment and promote the development of social economy.The urban river control project has the characteristics of large investment and long implementation cycle.In the process of construction and operation,there are low management efficiency,poor effect and low performance level,which leads to the frequent problems of project maintenance,repeated investment and waste of public finance.At present,the academic research on the performance evaluation of urban river management projects is relatively few,and there is a lack of a systematic and practical project performance evaluation system.Under this background,the performance evaluation of urban river ecological control project is helpful to improve the performance and management level of urban river ecological control project in China,which has certain theoretical and practical significance.This paper takes the urban river ecological control project as the research object,aims at improving the project management performance,has carried out the project performance appraisal index system and the appraisal method research,the main achievement includes:1)On the basis of analyzing the connotation of urban river ecological management project performance evaluation,according to the idea of "building management as one,stage evaluation" to determine the project management performance evaluation object,through literature retrieval,expert consultation,field investigation and other ways to screen out the urban river ecological management project construction period performance evaluation index 14,operation period performance evaluation index 18,the construction period and operation period performance evaluation index system.2)By means of questionnaire survey,the weight of performance evaluation index of urban river ecological management project is calculated by AHP(AHP),and the performance evaluation model of urban river ecological management project based on cloud model is constructed.3)As an example of the construction period,the J River Ecological Control Project in Xixian New Area of Shaanxi Province is selected to verify and apply the performance evaluation model of the urban river ecological control project during the construction period,the cloud map of the performance level in the construction period of the project is mainly concentrated in(80,90],and the grade is good;Based on the first phase of SC River Comprehensive Management Project in Xi'an City,Shaanxi Province,the performance evaluation model of urban river ecological control project is verified and applied,the performance level of the project is mainly concentrated in(80,90],the grade is good;the evaluation results have important reference value for the construction management unit to improve the project management level.Through evaluating the performance of urban river ecological control project from construction period to operation period,providing theoretical support for the construction and operation management of urban river ecological control project,providing guidance for the implementation of urban river ecological control project performance evaluation,It is of great practical significance to further promote the construction and development of ecological water conservancy projects.
