Perfecting Baiyang-lake Water Resource Pollution Prevention And Treatment Law Study

With the development of society,water shortage and water pollution has become an important issue that puzzles the development of human beings.China's water pollution prevention legislation started fairly late,in 1984 China's first "Water Pollution Control Act" promulgated and implemented has laid a legal foundation for the prevention and control of water pollution in China.With the deepening of reform and opening,in order to adapt to the new economic situation,China has carried out two amendments to "The Water Pollution Control Act".In December 2016 the twenty-fifth session of the Standing Committee of the Twelfth National People's Congress has considered "the water pollution prevention Act(revised draft)".The permit system,water quality detection,water environmental quality monitoring and water pollutant emission monitoring system for the prevention and control of water pollution had been established.Baiyang-Lake as the largest freshwater lake in North Plain,in recent years,the area has shrunk.Although the environmental protection departments of Baiyang-Lake has been doing unremitting efforts,but still failed to get out of the "repeated treatment,repeated pollution" cycle.In this paper,the methods of comparative analysis,historical analysis and cross disciplinary analysis have been used.First of all,by collecting the monitoring data of eight monitoring points,then analyzed the present situation of Baiyang-Lake,and summarized the pollution sources.Secondly,through the interpretation of the data,summarized 1984,1996,2008 the three edition,and analyzed the implementation situation.Thirdly,there are many problems in the implementation,such as the system is not perfect,the concept of sustainable development has not been implemented,the security system is not perfect and so on.To solve these problems,this paper puts forward some suggestions,such as perfecting the legal system of water pollution prevention and control system;building up the idea of overall coordination and sustainable development;establish and improve emergency response plan system for environmental emergencies;further strengthen the public participation in environmental protection system construction;solve the difficult problem of execution.
