Research On The Collaborative Dilemma And Its Breakthrough Path In Environmental Collaborative Governance

China's 13 th five year plan puts forward the development concept of "green development" and regards the construction of green financial system as a development strategy,which shows that the concept of environmental governance and green development is becoming more and more important for national economic development.To improve the supply qu ality of public environmental services and promote the continuous optimization of the public environment,all governance subjects need to actively cooperate.Both the complex social reality and the policy background strongly supported put forward new requi rements for the transformation of China's social governance mode.From the perspective of environmental governance,we should make governance plans according to l ocal conditions,give full play to the governance role of different governance subjects accord ing to the situation,and pay attention to the synergistic effect among various governance subjects,The new trend of the transformation of environmental governan ce model is to realize the good interaction of complementary advantages and collaborative prog ress.Therefore,this paper will focus on collaborative governance in the field of environment,explore the ideal framework of collaborative governance in the pro cess of environmental collaborative governance in China,as well as the difficulties and optim ization path of collaborative governance.At present,China's environmental governance has initially formed a collaborative pattern,and environmental governance services are no longer provided by a single government body,but by the private sector,social organizations,the public and other collaborative provision.From the practice of environmental collaborative governance at home and abroad,there are many kinds of coordination among multiple subjects,or the construction and promotion of collaborative governance mode,such as the social organizations in the collaborative subjects are too dependent on the government,the collaborative supply of environmental serv ices tends to be fragmented,multiple providers participate in the collaborative governance process disorderly,and the transparency of information disclosure and sharing system is insufficient Question.Therefore,this paper is committed to the case study and comparative analysis to sort out the experience of collaborative governance in different situations at home and abroad,as well as the existing collaborative difficulties.In this paper,the case of California hydropower dam management with rich experience in environmental collaborative governance is selected as a reference,and then the case of environmental collaborative governance in Taihu Basin of Jiangsu Province is taken as a case to study the problem of environmental collaborative governance in China.In the comparative study of the case,this paper summarizes and analyzes the causes of the difficulties formed in the process of environmental collaborative governance,such as the deep-rooted traditional all-round government model,the lack of coll aborative ability of some subjects,the conflict of interest between the governance subjects a nd the impact of collaborative cooperation,and finds the problems and improvement experience in the process of collaborative construction in the case practice.U nder the guidance of these two aspects,this paper attempts to build a framework of environmen tal collaborative governance mechanism,and under the guidance of the framework,to find the specific path to optimize environmental collaborative governance,put forward such as changing government functions,enhancing the cooperation and coordination abi lity among multiple subjects,strengthening the governance ability of vulnerable subjects,improving incentive mechanism,and improving cooperative norms,and for mulating collaborative governance in stages The purpose of this paper is to optimize the mechanism of environmental governance in China.
