Abstract/Summary:
The 20th Party Congress proposed that Chinese modernization is a modernization in which people and nature live together in harmony.The harmonious coexistence of man and nature requires the integration of economic development and environmental protection,and the strengthening of the management of environmental problems.It is not enough to rely solely on the power of the government to manage the environment,but requires the participation of the government,society and the public.Social environmental organizations,which have grown up in China’s unique soil,have been able to alleviate to some extent some of the problems faced by relying solely on government co-ordination.However,the complex social reality and strong policy support have placed new demands on social environmental organizations to play a new role in the way they engage in collaborative governance of environmental issues.Therefore,This thesis examines the collaborative governance of environmental organizations from a public value management perspective.With the modernization of harmony between humans and nature as the background and the exploration of the collaborative relationship between the government and environmental organizations as the objective,this study analyses the L-society environmental organization in Q City from a public value management perspective.Through textual analysis,field research,semi-structured interviews and questionnaires,this thesis sorts out the facts and collect empirical materials to further portray the interaction patterns between the government and social environmental organizations.First,the thesis introduces the significance of the study,the current state of research,and the conceptual theory,and explains the research ideas based on this.Then,the thesis analyses and deconstructs the current environmental collaborative governance practices in which L-social environmental organization is involved,and extracts elements from public value management theory to embed them in the collaborative governance process,reviews and summarizes the specific problems faced by environmental organizations from the case studies.The thesis then combines the results of the empirical survey to find that the causes of the dilemmas faced by social environmental organizations are value fragmentation in the cognitive dimension,value divergence in the subject dimension,value singularity in the motivational dimension,value dysfunction in the process dimension,and value disorder in the trust dimension.And further proposes five strategies to optimize the paths for social environmental organizations to participate in collaborative environmental governance through crossing the public value cognitive gap,improving the public value process system,tapping into the public value motivational source,constructing public value process norms,and enhancing public value trust,so as to further promote the transformation of governance logic in the environmental governance field,facilitate wider participation and collaboration,and establish a more efficient and harmonious relationship between government and environmental organization.In conclusion,the main points of this thesis are summarized as follows:(1)The current collaborative relationship between social and environmental organizations and the government has been initially established,but there are still problems that need to be solved;(2)The public value management perspective is effective in solving collaborative governance problems,and the most fundamental value considerations become the focus when addressing environmental governance problems;(3)The public value element in the collaborative environmental management process is mainly supplied by the two main collaborators:social and environmental organizations and the government;(4)The collaborative governance mechanism and model beween social and environmental organizations and the government needs to be further optimized and improved.
