| With China’s accession to the WTO and opening aviation business to WTO members,and the intense market competition,the benefits of airline declined.As a capital-intensive business,occupation of funds and costs affect the economic benefits seriously.Thus,how to control procurement costs,improve procurement management,reduce capital occupancy and costs and increase profits,has become the aviation company’s focus.Firstly,this paper reviews the study of purchasing management at home and abroad,which include the purchasing management research status and purchasing management theory.Then,by Analysis HNAT company’s higher procurement prices,inefficient procurement,difficult production support situation,the main reason is purchasing scattered,laggard procurement methods,low procurement efficiency and bargaining power and lacking vendor management.Corresponding solution is to put forward including the implementation of centralized procurement,implementation of e-procurement,strengthening supplier management.Targeted from how to implement centralized procurement,the implementation of e-procurement and supplier management system,this paper has designed a set of optimized scheme.That is building a new model of centralized procurement and establishing a new e-procurement management processes to reduce the purchase price of materials,improve procurement efficiency.Setting up the specification and quantification criteria of vendor classification,assessment and grading to establish the HNAT company’s Supplier Evaluation system.Finally,this paper discussing the supporting measure of HNAT company’s purchasing management optimization programs,which are setting up the institution of procurement training and accreditation,preventing and controlling financial risks and building information management platform. |
