Analysis Of The Key Successful Elements In The Construction Project Of The Expressway Police Digital Trunked Telecommunication (PDT) System In Honghe Prefecture

With the reform of policing mechanism in recent years,the need for informatizing policing is increasing.At the same time,with frequent occurrence of all kinds of emergencies and sudden major natural disasters,such as illegal criminal activities,water and electricity repair,environment pollution,earthquake,fire disaster and mudslide,public security organs at different levels are required more on the ability of unifying,coordinating,commanding and dispatching in terms of fighting crimes,dealing with emergencies and providing disaster relief.And among those,the public security plays an irreplaceable role in radio communication.According to the unified arrangement and deployment of the public security department of Yunnan province as well as relevant standards of the Security Department and MIIT,Public Security Bureau of Honghe prefecture,in 2015,carried out the construction of the PDT in full swing.The digital trunked telecommunication system was built in main town areas of 13 counties and cities,major and site,some key county towns and tourist attractions,playing an important role in Honghe prefecture security organs' command and dispatch,such as carrying out routine patrolling,safeguarding major service activities,fighting against terrorism and dealing with emergencies.The Honghe prefecture radio telecommunication system is a very representative one in informatization construction projects of public security organs,due to its vast coverage,complicated landform,high requirements on technology and sophisticated implementation.And the study on this project construction process is expected to provide public security organs of the province with guidance and reference in the following informatization construction projects.This essay is mainly going to research and study key problems in the public security informatization construction,such as construction planning,bidding management,contractual acceptance and risks control.It is going to deeply discuss the whole process of project management and by the way of discrete data sampling survey,investigate and survey the need of Honghe public security for the construction of radio telecommunication system.At the same time,through learning literature and relevant constructing experience,the theoretical foundation of this essay has been consolidated.
