With the proposed of Scientific Outlook on Development "people-oriented" ideology,talents as the carrier of knowledge,innovation and the sustainable development of the enterprises cause more attention by enterprises.The human resources management plays an increasingly important role in the management of modern enterprises.The performance management as the core of human resource management plays a decisive role in reaching the goal of business strategy.Effective performance management system will promote the enterprise employees to improve performance and lead to the implementation of enterprise target.As one of the four vehicle factorise in Shenyang,SGM-Norsom came to Shenyang early as a joint venture enterprise.Its advanced management concept;rigorous process and the image of contributing to public are generally recognized by the society.Different from the"fade" performance management system of state-owned enterprise Changchun FAW Group and the stereotypical performance management system of brilliance BMW whose foreign origin is more pure,the performance management system of SGM-Norsom is more "soft",which is usually meaning loose.Its performance evaluation system both has the standardized and rigorous of large international enterprises,and also can make effective integration with local enterprises,which provides a lot of useful experience can be used as reference for other enterprises.But with the ending of the start-up stage,enterprise come to the high-speed developing period,this performance evaluation system become more difficult to adapt to the development of enterprises.Based on quantitative survey and readings on related materials and papers,this article performs an analysis on the existing status of the performance examination system in SGM-Norsom,as well as the problem issues and the reasons involved,and finally the article extends the solutions to solve the problems.The purpose of it,as is known,is systematically to clarify the theory of performance examination.Based on this,the article also discusses the system design of performance exanimation system,as well as the introduction of ways to implement the performance examination,and hoping that,at least to certain degree,it can enrich the framework of the theory on performance appraisal,as well as a breakthrough on implementation strength.As conclusion,the article could supply the enterprise with a reference to some extent on the work of performance examination and further analysis how foreign enterprises can be seamless connected between Chinese and western.
