Rural Public Space Production Under The Influence Of Project Village

After the reform tax system,projects driven into the countryside has become an important way for the country to allocate resources to countryside,and it has also become an important source of local access to construction funds.The rural tax and fee reform has further strengthened the dependence of grassroots development,especially village development,on project resources.After the country proposed “Beautiful Rural Construction”,more funds for supporting agriculture and farmers' funds will enter the countryside in the form of projects,mainly used to improve the village public products,develop the village economy,and improve the life of the villagers.Based on the perspective of spatial production,this paper uses qualitative,quantitative quantitative,participatory rural assessment and other research methods to select three villages in Chencun Town that are adjacent to each other,but the villages have significant differences in the production of public space before and after the project's villages – Zijing Village(model village),Lijiabao Village(general village)and Liaodi Village(poor village)as the specific case villages for comparative research.The analysis project compares village and village public space production practices and effects under the influence of the three villages under the influence of the project,and explores the perspective,and then summarizing the optimization strategies and planning suggestions for the coordinated development of the project into the village and rural public space production.The main research results from this inquiry are:(1)Among the three villages of Zijing Village,Lijiabao Village,and Liaodi Village from 2012 to 2017,the number of village project villages in Zijing Village is the largest,followed by is poor village Liaodi village.and the general village Lijiabao Village is the least.The “One-on-one and one-for-one financial incentive” project in the village project type has become the main category of government project resources injected into the countryside.The investment of project financial funds is the highest in the demonstration village of Zijing Village,followed by village is Liaodi village and finally the village Lijiabao Village.(2)The villages with the best practices and effects in the production of rural public space under the influence of the project into the village are the villages of Zijing in the demonstration village.The humanistic and public space environment of Zijing Village is suitable for living.The commercial service public space is well-established and the traditional belief public space continues well.The political organization of public space is sound and harmonious.Compared with Zijing Village,the spatial practices and effects of the village Lijiabao Village are obviously lagging behind.The poor villages are the weakest villages and are relatively backward.(3)The main part of project resources The government is the dominant force in the construction of public space during the project's entry into the village;the project main part committee is an important bridge the project and the village;the project participant main contractor plays a role in the process of rural public space production.Relevant important construction role;The project enjoyment of the main villagers is the core driving force for constructing the project into the benign cycle of the village.(4)The government determines the feasibility of the village,the village has basic project construction,the village committee's strategy for the project,the enthusiasm of the villagers is the driving force mechanism for the formation of a virtuous circle of rural public space production under the influence of the project into the village,national policy,space Benefits and project resources are the main internal mechanisms that affect the production of the project into the village and the village public space.(5)The government decentralized by project resources is the dominant force in the change of rural public space.The “One-on-one and one-for-one financial incentive” project has intensified the development of rural public space,and national financial funds are the main factors that shape the changes of rural public space..
