In March 2015,"Several Opinions on Further Deepening the Reform of the Electric Power System”was issued by the State Council,marking the official opening of a new round of power market reform in China.As the focus of the reform on the retail side,the power retailer has the advantage of purchasing power from multiple power trading markets.However,at the same time,it needs to face the risk of biased power assessment caused by fluctuations in electricity price and load.The development of smart grids has enhanced the ability of users to actively respond and participate in regulation of grid.The power retailers can guide some users to participate in demand response(DR)to avoid risks and increase profits.At the same time,under the setting of power replacement,some retailers have transformed themselves into integrated energy power companies,which can use self-owned power generation equipment to independently produce electricity to reduce the cost of power purchases in the market,or balance some of the bias power generated in power trading.In view of the above problems,the primary points of the article carried on the research are as follows:Combining with the current actual power market trading model of China,a power purchase strategy model is established to maximize the return of the power company considering the influence of self-owned power generation equipment and interruptible load.The optimal distribution ratio of multiple power sources and declaration strategy on the focus market are determined by the model.The uncertainty of monthly market Ioad and clearing price is solved by using the way of scenario analysis,and the expected risk loss of the retailers is measured by conditional value-at-risk(CVaR).The simulation results show that the model can effectively reduce the monthly market deviation and improve the overall profit of the company.In order to balance the deviation generated by the retail market and control the progress of electricity purchased by the market,the optimization model of the demand response plan for the retail market is established.Demand response projects considered in this section include incentive-based demand response(IBDR)and price-sensitive demand response(PSDR),the expected risk loss caused by the load fluctuation in the retail market is measured by CVaR.The optimal volume of the two types of demand response items at different periods are determined.The simulation results show that the model proposed in this section can effectively reduce the amount of deviation generated during each period.Because of the limitations about capacity,time,and number of interruptions,a joint optimization model for the autonomous production and demand response plans of the retailer in retail market is established to balance all deviations.The power retailer considered in this section can use their own power generation equipment to convert natural gas into electricity load to produce independently and balance the deviation power with the demand response project.For improving the utility of users,a two-level optimization model for power sales strategy is established.The simulation results show that the model proposed in this chapter can minimize the deviation of electricity in the retail market,and improve the power utility of users so that achieving a win-win situation between the power retailers and users.In this paper,the optimization of electricity procurement and sale strategies under the power deviation assessment mechanism are studied.An electricity purchase strategy optimization model,a retail market demand response plan optimization model and an autonomous production and demand response plan joint optimization model are established to minimize the deviation of electricity and maximize the profits of the power retailers.
