Under the background of "One way","Made in China 2025" and other important development strategy,our country strives from the cemented carbide manufacture Big country to the manufacture powerful country transformation,the cemented carbide industry faces the international capacity cooperation,the industry annexation reorganization,the Product structure optimization promotion opportunity and the challenge.XR Company as cemented Carbide enterprises in order to gain a firm foothold in the market,to achieve leapfrog development,we must carry out product innovation and technological breakthroughs,enhance the core competitiveness of enterprises,and the key to the core competitiveness of human resources.At present,the XR company adopts the traditional human resource management mode,lacks the scientific and rational human resource planning and design,can not meet the needs of enterprise strategic development,so the enterprise needs to design a systematic and comprehensive human resource planning scheme to help push the development of the enterprise strategy.Based on the grey forecasting model and markov method of XR company's supply and demand for quantitative prediction,according to the result of supply and demand forecast and the problems existing in the enterprise human resources management,the concrete scheme of planning is put forward:one is needed to supplement with recruiting talents,and rational allocation of talent;Second,through training,improve staff skills,build learning-type organization and cultivate compound talents;Third,improve their job satisfaction and organizational loyalty through performance,compensation and emotional motivation;The fourth is to construct a 360-degree assessment system for middle management personnel to improve the overall competence of the middle management team.Fifth,design staff career plan,provide career development channel for employees.The formation of human resource planning will eventually be implemented.In the process of implementation,not only need to get the organization guarantee and have a professional human resource management team,but also need to establish human resource information system,get the enterprise financial capital support.
