Study On The Transformation Planning Strategy Of Independent Industrial And Mining Area Based On The Concept Of Ecological Rehabilitation And City Reparation

For a long time,as the important resource producing areas,the independent industrial and mining areas have been continuously contributing resources and energy products to support the economic security and modernization of our country.The high dependence on resources makes many mining areas face the threat of recession caused by the depletion of mineral resources.In addition,due to the disadvantages of location and the single reason of industrial structure,these independent industrial and mining areas generally have problems of backward town construction,lack of city function and economic decline.The impact of resource extraction and industrial development on the living environment has intensified social contradictions in such areas.Therefore,it is difficult and urgent to implement the transformation strategy in independent industrial and mining areas.First of all,this study summarizes the general situation of resource-based city transformation development both at home and abroad,combining with the theory basis and transformation case experiences of independent industrial and mining areas,concretely introduces the differences of geographical distribution,evolution process and classification characteristics of the independent industrial and mining areas,with the concept of "ecological restoration and city repairation" as the instruction,to solve the problem of industrial transformation in the development of city construction.Then,this study proposed independent industrial transformation model formulation to comply with the "systematic,holistic,scheduling,practice,diversity" principle,and established a basic model to the development of the independent industrial transformation: the "ecological + catalytic effect","ecological + tourism transition","ecological + comprehensive upgrade",on this basis,summed up the three transition planning strategy: ecological original catalyst activation strategy,distinctive tourism transformation strategy,a comprehensive upgrade strategy of harmonious coexistence.Main traces on the contents of ecological pattern,industry,space,energy,transportation,public facilities,cultural connotation,which will provide a scientific basis for industrial and transform the relocation plan.Finally,this study based on field investigation and analysis of Bayan Obo mining district,put forward the planning strategy for the transformation of Bayan Obo mining district,the practice demonstrates that the concept of " ecological restoration and city repairation " plays an important role in improving the ecological environment quality,living conditions and industrial competitiveness of independent industrial and mining areas.In the hope of this study provide certain help for other independent industrial and mining areas transformation development.
