In recent years,curb parking as a supplement to off-street parking has played a positive role in solving the “difficulty of parking” problem in cities.However,due to its unreasonable planning and poor management,the curb parking has caused confusion,traffic congestion,and sudden traffic accidents.Traffic problems such as accidents have become increasingly severe.For so,many domestic and foreign scholars have made researches on curb parking fees and parking supplies.However,these studies are mostly analyzed by one of the elements,and most of them are static analysis,which cannot provide the system decision basis for traffic managers.Therefore,it is necessary to consider the curb parking fee and parking capacity comprehensively,and to study the dynamic decision-making method of curb parking rate so that the curb parking capacity can reach the optimal level.In this paper,on the basis of Arnott's research on curb parking capacity,energy costs are considered in the travel cost function.Then,from the principle of relationship between parking capacity and parking fees,the system analysis of curb parking capacity and parking fees was conducted,and the relationship between parking capacity,parking flow rate and parking fee was defined.Through the systematic consideration of the three parties and the main idea of“parking fee-parking flow rate-parking capacity”,first of all,from the perspective of short-term(established capacity),an optimization model for short-term parking flow rate is established.The model is divided into The two parts are the optimal flow rate model of curb parking when the parking fee is used as an exogenous variable and the sub-optimal flow rate model when the parking fee is used as an endogenous variable.Further,from the perspective of long-term(capacity indefinite),correspondingly,an curb parking optimal capacity model and an curb parking suboptimal capacity model are established,and the optimal capacity of curb parking and sub-optimal parking capacity are given.The solution method.This paper takes the Nanping district in Chongqing as an example,carries out numerical analysis on the basis of relevant data investigation,and draws the change rule of curb parking capacity with parking demand and average parking time.Numerical examples show the effectiveness of the algorithm and feasibility.Based on the analysis of the research results,combined with the common problems of parking in the Nanping district in Chongqing,the strategy and method are discussed by combining the curb parking in the peak period,the curb parking dynamics,and the medium and long-term curb parking capacity planning.A corresponding strategy for efficient management of parking in the Nanping district of Chongqing was put forward.The research in this paper can provide theoretical support for parking management and decision-making.
